Responsibilities

  • Provide interpretive and enforcement assistance with Department of Homeland Security (DHS) security policies DHS Management Directive (MD) 4300A as it relates to the security authorization of unclassified OPS systems
  • Ensure adherence to the DHS Secure Baseline Configuration Guides (DHS 4300A Sensitive Systems Handbook)
  • Validate all Component information system security reporting
  • Provides guidance and takes the lead for any or all system remediation actions
  • Oversee the Security Authorization process for the Component
  • Acknowledge receipt of Information System Vulnerability Management (ISVM) messages, report compliance with requirements, or notify applicants of the granting of waivers
  • Assist Office of the Chief Information Security Officer (OCISO) Information Systems Security Manager (ISSM)s in navigating Information Assurance Compliance System (ACS)/Continuum to accurately reflect system security documentation
  • Ensure that all Component Systems meet all federal guidelines (NIST 800.53) and other applicable documents
  • Provide prioritized task to the Component technical personnel to minimize duplicative work and maximum efficiency
  • Provide the System Owner and ISSM for all Component Information Technology Systems a System Status Report (SSR) weekly at a minimum
  • Ensure accuracy and thoroughness of Plan of Actions & Milestones (POAM) reporting to OCISO
  • Ensure that the Information System Categorization is accurate and if not make corrections via the Federal Information Processing Standard (FIPS) 199 process management by the OCISO

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.

  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation

Qualifications

Qualifications required:
  • Write security policy enhancements that support Office of Operations Coordination (OPS)/Office of the Chief Information Security Officer (OCISO) specific mission
  • Provide interpretive and enforcement assistance with DHS security policies DHS MD 4300A
  • Provides guidance and takes the lead for system remediation actions
  • Brief senior leaders and draft talking points on OPS system authorization status
  • Have a good working knowledge of the IACS/Xacta and Continuum tool
  • Have a proficient knowledge of Information System Networks, Active Directory, Group Policies, and system interaction
  • Have a proficient knowledge of the nuances of system mission as it relates to security best practices and guideance
  • Must have an intimate knowledge of the processes that OCISO uses to open/close POAMs, waive POAMs, Contigency Plan Testing (CPT), Configuration Management, and Incident Response.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
