Summary

This position serves in the CISA Integrated Operations Division (IOD) who's mission is to Prepare, plan, and manage CISA operations and the delivery of CISA capabilities and services to support the defense and security of our Nation's infrastructure. Specifically, this position is located under the IOD Intelligence sub-division, Analysis Branch.

Responsibilities

The responsibilities described are for the full performance level.
  • Research, compile, and analyze all-source intelligence data and assessments to support CISA operations like Elections Security, ICT supply chain security, COVID-19 vaccine security, and regional efforts to secure national critical infrastructure.
  • Fuse cyber and physical threat information from CISA data sets with IC holdings to provide a comprehensive critical infrastructure threat picture.
  • Compile relevant FINTEL that supports CISA operational focus areas and provide contextual statements, request tear-lines and releasable assessments, and coordinate draft products from IC partners.
  • Develop and deliver briefings to the CISA Director and CISA Leadership Staff to inform of adversary and threat activity to assist in the assessment of potential impacts to CISA and alert CISA leadership and staff to potential significant activity
  • Develop and deliver threat assessments (operational-strategic) and briefings to Federal, State, SLTT, Stakeholders and internal departments and divisions; disseminate in accordance with DHS guidelines.
  • Develop monthly trend analysis of critical infrastructure threats and produce special reports and assessments that support response, mitigation and other supporting operations.
  • Integrate feedback from senior leaders into the CISA intelligence workforce to inform current and future operations, plans, policy development, and intelligence analysis.
  • Develop and update written processes and procedures to support CISA Intelligence mission.
  • Provide accurate, thorough, timely, and usable intelligence analysis, demonstrating use of sound analytical tradecraft, proper data sets, methodologies, and critical thinking skills.

Qualifications

Qualifications required:
  • Superior oral and written communications skills, and the ability to work independently and/or with a team of other intelligence analysts to collect information, conduct analysis, and to prepare correspondence/instruction/reports.
  • Mastery knowledge of the principles of intelligence research; threat analysis; operational use and application of intelligence data, information and products; and analytical/evaluative methodologies and techniques to perform assessments and conduct or review in-depth studies in connection with critical infrastructure risk.
  • Comprehensive and detailed knowledge and understanding of the intelligence community, the mission and functions of customer activities, and the mission goals and objectives of DHS/CISA to advise management on matters related to the overall intelligence production effort within assigned areas.
  • Knowledge of a wide range of research and collection methods and analytical applications in order to develop innovative intelligence analysis projects, to extrapolate from questionable or incomplete data, to validate analytical conclusions and to integrate contributions from other analysts and organizations to prepare all-source intelligence products.
  • Ability to accurately and completely source all data used in intelligence, assessment and/or planning products. Ability to develop or recommend analytic approaches or solutions to problems and situations for which information is incomplete or for which no precedent exists.
  • Ability to effectively collaborate via virtual teams. Ability to evaluate, analyze, and synthesize large quantities of data (which may be fragmented and contradictory) into high quality, fused targeting/intelligence products.
  • Have experience in one or more of the following areas: writing strategic analysis, program management, Share Point, Russia, China, North Korea, Iran, and/or Supply Chain Risk Management.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
