Job Description You As a Program Manager at Octo, you will join an Agile program responsible for a high-profile DHS application. You are comfortable working side by side with other contractors and comfortable collaborating across teams to quickly deliver valuable working software to clients and their users. Program Mission Homeland Security Investigations (HSI) is the principal investigative arm of DHS and the second largest investigative agency in the Federal government. HSI's primary mission is to promote homeland security and public safety through the criminal and civil enforcement of Federal laws governing border control, customs, trade, and immigration. Repository for Analytics in a Virtualized Environment (RAVEn) as the platform for investigative analytics. It is HSI's vision to provide expert analytic tools and services to ensure the employment of innovative analytic techniques to support investigations. Skills & Requirements Requirements Ability to work embedded in an HSI Field Office and HSI Headquarters Components. Ability to operate as a member of team in an often-high stress high tempo office environment. Five (5) or more years of relevant experience managing a team in an Enterprise IT environment with experience utilizing requirements tools and tracking software (eg JIRA). Five (5) or more years of Project Management experience in an Agile Software Development environment, including methodologies related to software lifecycle management. Experience leading multiple teams consisting of technical leads, and business analysts to execute tasks with independent release schedules. Experience defining all project activities and milestones required to meet objectives and deliverables, properly sequencing tasks and estimating effort with project team members doing the work, determining the critical path, and leveling the project schedule. Experience monitoring program execution to identify obstacles and deviations from plan and takes corrective action as needed. Experience conducting continuous risk assessment and management including developing measures to reduce risk in program execution. Experience developing metrics and reports for tracking program execution. Experience with contract management, budgeting, and resource allocation, including management of subcontractor personnel. Proficient in development of plans, assigning tasks, monitoring performance, communicating progress, resolving conflicts, and escalating issues. Experience with all aspects of configuration management planning including configuration identification, change control, configuration status accounting, configuration audits, configuration documentation. Desired Skills: Strong communication skills and ability to collaborate with own team as well as other vendors and government stakeholders in the enterprise. Years of Experience: 5 + years of experience (see specifics under "Requirements"). Education: Bachelors from an accredited college or related field or equivalent work experience.
