Join a dynamic team at the center of WMATA's Safety Assurance activities.

As a member of the Department for Safety and Environmental Management (SAFE) Safety Assurance Team, you will lead an integrated team of safety specialists to ensure compliance with requirements associated with bus and rail operational safety, as well as occupational safety and health.

The ideal candidate possesses subject matter expertise in developing and implementing strategies that integrate people, processes, tools and data to ensure compliance activities are planned and implemented on a scheduled basis.

Excellent written and oral communication skills, as well as critical thinking skills, are considered essential.

Minimum Qualifications :

Education
  • Bachelor's degree in Systems Management, Engineering, Safety Management, Rail Accident Investigation, Operations Management, Emergency Management, Transportation, Business Management or related field

    • In lieu of bachelor's degree, a high school diploma or general education diploma (GED) and four (4) years of direct experience conducting safety investigations to reveal the root cause and key contributing factors associated with incidents. Experience leading and managing in a manner that drives performance and results, may be considered in the absence of a degree. The candidate will also need to satisfy the Experience requirement referenced below

Experience
  • Minimum ten (10) years' experience with railroad/transit safety regulations, such as 49 CFR Part 670 Public Transportation Safety Program. The minimum ten years include working with federal agencies such as State Safety Oversight, Federal Transit Administration, and the National Transportation Safety Board and experience conducting safety investigations to reveal the root cause and key contributing factors associated with incidents. Experience leading and managing in a manner that drives performance and results to include minimum three (3) years supervising subordinate staff

Certification/Licensure
  • N/A

Preferred
  • Master's degree in Systems Management, Engineering, Safety Management, Rail Accident Investigation, Operations Management, Emergency Management, Transportation, Business Management or related field
  • Specific experience with the development and implementation of Internal Evaluation Programs, Operational Testing Programs or similar programs
  • Knowledge of industry best practices such as ISO 9001, AS 9100, ISO 45001 is preferred

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Job Summary/Duties :

The Director of Operations Safety Oversight is a key member of the leadership team established to implement a robust Safety Management System. Within the Safety Oversight function, the incumbent leads an integrated team of safety specialists to ensure compliance with requirements associated with bus and rail operational safety, as well as occupational safety and health.

The incumbent develops and implements strategies that integrate people, processes, tools and data to ensure compliance activities (such as audits, inspections, and spot checks) are planned and implemented on a scheduled basis, while being simultaneously integrated into the operation.

The Director of Safety Oversight is actively engaged and responsive to emerging needs. The incumbent sets priorities that are informed by the Safety Risk Management function. In turn, the results of oversight are used to inform decisions about how to identify, assess, and mitigate risks. The outcomes are a systematic approach to safety that drives continuous improvement. The incumbent is actively engaged in State Safety Oversight, Federal agencies on findings, recommendations, Corrective Action Plans (CAPs) and related activities.

ESSENTIAL FUNCTIONS
  • Develops and integrates people, processes, and tools to ensure that safety oversight verifies compliance to the requirements of bus and rail operational safety as well as the requirements associated with occupational safety and health. This is done to inform the Safety Risk Management function on decisions related to identifying, assessing, and mitigating safety risks.
  • Develops and implements compliance activities (such as audits, inspections, and spot checks) are planned and administered on a scheduled basis while simultaneously integrated into the operation. Establishes that oversight is actively engaged and responsive to emerging needs.
  • Ensures the implementation of a multi-faceted approach that guarantees safety oversight is optimized to maximize effectiveness.
  • Engages and works with regulatory agencies such as the Washington Metrorail Safety Commission, Federal Transit Administration, and others to ensure the results of compliance activities are coordinated and reported in a timely, credible manner.
