Summary

As a Assisted Acquisition Project Manager, you will perform highly complex technical work and in-depth analysis in the acquisition of products and services for federal customer agencies.

Location of position: National Capital Region, Federal Acquisition Service, Assisted Acquisition Services, 1800 F. St. NW Washington, DC

Responsibilities

Duties include but are not limited to:
  • Operates as a Assisted Acquisition Project Manager for customer needs to integrate state of the art Technology and Professional Services requirements with the optimal product or service offering available.
  • Oversees the management of customer funding. Coordinates receipt of customer funds, monitors and track expenditure of funds, accepts/rejects invoices, and is responsible for funds status reporting in support of management and customer requests.
  • Develops partnerships and networks with the federal community and industry experts to establish new business opportunities for the AAS business line.
  • Acts upon worldwide customer agency requests for the acquisition/procurement of Information Technology and/or Professional Services products and services to include the development and design of comprehensive, integrated solutions, primarily involving military and civilian agencies nationwide who may exercise program authority on a worldwide scope.

If selected, you must meet the following conditions:
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier4 investigation level). You must be granted this clearance before you can start the job.
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-13 salary range starts at 103,690 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience performing project development, integration, and obtaining the necessary supporting documentation, for projects involving multiple acquisitions from pre-award through post-award and contract closeout for information technology (IT) and professional (business) services areas.

  • You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:
  • Mastery knowledge of the capabilities, uses, and integration requirements of state-of-the-art information technology and professional services products and services required to conduct general business operations.
  • Knowledge of acquisition procurement regulations, acquisition terminology, acquisition planning and contract administration procedures and practices; agency regulations, and the missions/functions of other Federal agencies in order to coordinate effectively with vendors and user agency representatives on sensitive issues
  • Possesses a broad knowledge of government acquisition, procurement and project management principles utilized by customer agencies to conduct general business operations.
  • Expert knowledge of contracting methods and types including cost type and the use of incentive and award fees and the ability to originate new approaches
  • Ability to recommend effective integrated solutions to meet customer agency complex IT Professional Services, and/or Facility Maintenance requirements, using acquisition knowledge to recommend acquisition strategies and advise customers on appropriate government contracting vehicle.
