Engage with executive management and drive the transformation of The Washington Metropolitan Transit Authority's (WMATA) enterprise-wide capital reporting function.

The Office of Capital Program Management is seeking a Director of Capital Portfolio Reporting to guide and enhance the development of internal and external reports presented to senior management, the public, WMATA Board members and jurisdictional staff.

Candidates should have proven leadership skills and experience with executive-level communications and project management methodologies. The ideal candidate can succinctly distill complex topics for a non-technical audience, maintain productive relationships with various organizational tiers, and manage multiple deadlines and priorities.

Key responsibilities include overseeing the delivery of monthly capital program reviews, directing the collection and analyses of capital portfolio information, risks and issues, and coordinating with other offices to ensure unique reporting requirements are met. Previous experience as project manager for large capital projects is considered highly desirable. Prepare to drive the implementation of standard reporting requirements that support business processes across the Authority.

Minimum Qualifications:

Education
  • Bachelor's Degree in Engineering, Business Administration or other associated degrees.

Experience
  • Ten (10) years of project management related experience with a minimum of seven (7) years as a Project Manager delivering engineering, IT and/or construction projects.

Certification/Licensure
  • N/A

Preferred
  • Master's Engineering, Business Administration or other associated degrees.
  • Project Management (PMP), and/or Professional Engineering (PE)

Job Summary/Duties:

Director Capital Portfolio Reporting directs the enterprise-wide capital program reporting for presentation and publication to senior management, stakeholders and the project community, and for external release. The incumbent directs the development, maintenance, and management of these reports, which requires close collaboration with business users and a comprehensive understanding of the aspects of technical project management to define requirements and develop intuitive, tactical and strategic reports and dashboards for consumption by the respective stakeholder groups. The incumbent oversees the development of specific reports containing appropriate content to convey to the public, WMATA Board members and jurisdictional staff, the business needs for critical State of Good Repair or modernization projects.

Essential Functions:
  • Leads the development of the capital portfolio reports, which includes the extraction/collection of data from various sources and existing systems; the transformation and consolidation of data into an enterprise portfolio tool; and the development of different data sets and visualizations for consumption by the respective stakeholder groups dependent on the reporting needs.
  • Leads the effort to prepare and translate technical engineering or construction project data into clear, comprehendible, high-level portfolio level reports and enterprise wide messaging for Senior leadership, Executives, internal and external stakeholders.
  • Establishes and oversees the implementation of standards and procedures for portfolio reporting requirements and formulates recommendations to operate with business processes in coordination with the Capital Financial Management budget forecasts.
  • Directs the effective collections of technical portfolio information, risks and issues from project teams and the communication of project status to executive level stakeholders. Oversees activities involving data cleaning, data analysis, qualitative and quantitative analysis, and the authoring and proofreading of presentations and project reports.
  • Directs the delivery of the monthly capital program reviews and presentation to Executive leadership and Project community. Oversees the preparation of the presentation, quarterly, semi-annual individual project updates for publication.
  • Oversees and directs general administrative activities for the capital portfolio reporting team including but not limited to the development and management of budgets, procurement and contract management, personnel and contractor management, and business plan development.
  • Coordinates with the Capital Funds and Grants team to ensures all requirements, procedures and unique reporting requirements are met for each individual fund source.

OTHER FUNCTIONS
  • Oversee and directs the development of scopes of work, and associated ad-hoc portfolio performance reports to Senior Management. Coordinates with the funds and grants office to set the annual grant revenue (expenditure and indirect costs) targets for METRO.
  • Serves on committees and panels as needed such as the Capital Program Advisory committee and Change control board.
  • Facilitates the sharing of knowledge and practices among change agents within the business, in order to promote a culture of continuous improvement.
