Summary

This position is located in the Department of Health And Human Services, Office of the Assistant Secretary of Health, located in Rockville, Maryland.

Responsibilities

  • Performs IT security-related analyses and provides technical expertise to high-level policy and enforcement officials.
  • Drafts security/cybersecurity policies and related guidance in accordance with applicable Federal government requirements, guidance, and directives.
  • Develops new internal and external methods and procedures technologies, concepts, principles, and methods in health information security to inform Federal enforcement, policy development, and other program priorities.
  • Coordinates with other Federal agencies and information security officers in such agencies, with State and regional efforts, and, as applicable regarding the security of OASH.
  • Leads or participates in the implementation of security programs designed to anticipate, assess, and minimize system vulnerabilities.
  • Serves as a resource to assist in the formulation of IT budget, strategies, goals, objectives, work plans, products, and services.

Qualifications

Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below.

Basic Requirement: You must meet the items listed below :
1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3) Oral and Written Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.; and
4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

Specialized Experience:
GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service that includes the following:
  • Applying IT security principles and methods, and IT security products and services sufficient to evaluate, recommend the acquisition of, implement, and/or disseminate IT security tools, procedures, and practices;
  • Developing, implementing, monitoring, and/or reporting the elements of an information security management program, an IT audit program, and/or a system assurance program;
  • Applying information systems security principles and concepts for enterprise IT architecture; new IT security developments; and/or project management principles and methods;
  • Utilizing risk management and assessment techniques to make informed decisions;
  • Utilizing communication and negotiation techniques to establish and maintain effective working relationships with internal and external stakeholders;
  • Coordinating the implementation of security programs across platforms and/or establishing vulnerability reporting criteria's;
  • Utilizing world-wide-web technologies, including but not limited to, Internet browsers and development tools, indexing software and search engines, and/or web site development and maintenance;
  • Preparing and presenting reports and/or representing the organization in interactions with other organizations;
  • Conducting analyses for completing projects involving experience related to health information security;
  • Coordinating and/or integrating evaluation program segments related to health informatics and information security;
  • Performing IT security-related analyses, provide technical expertise to high-level policy and enforcement officials, and participate in domestic health information privacy and security policy and enforcement efforts;
  • Providing advice and/or guidance necessary for the development and/or coordination of organizational policy and enforcement of information security, functions, and activities; and
  • Interpretating regulations and/or applying new methods to resolve issues and problems.
Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
