Summary

The incumbent serves as the Chief, Division of International Conservation and is responsible for the leadership, development, implementation, and planning of international conservation actions on the ground to support imperiled species (and their habitats) of high importance to the American people. The incumbent is the designated authority and highest level in the management and administration of international conservation programs pursuant to the Endangered Species Act of 1973.

Responsibilities

As a Supervisory Management and Program Analyst (Chief - Division of International Conservation) your duties will include, but are not limited to, the following:
  • Exercises leadership and direction to the Fish and Wildlife Service's management and administration of programs and activities for international conservation pursuant to the Endangered Species Act of 1973; the Multinational Species Conservation Acts for African and Asian elephants, tigers and rhinos, great apes, and marine turtles; the Wild Bird Conservation Act; and other laws, treaties, conventions, and international agreements for which the Service has specific responsibilities related to international conservation.
  • Provides recommendations to the Assistant Director (AD) and Deputy Assistant Director (DAD) regarding allocation of funding and annual spending plans.
  • Develops national and international conservation initiatives to benefit international habitat and species of high importance to the American people.
  • Provides leadership, direction, management and supervision for the Division and coordinates activities through the use of
    four subordinate supervisors.
  • Ensures proper supervision of employees and the continuity of work functions within the Division and requires that staff work is factual, of high quality, and completed in a timely fashion.
  • Leads policy reviews and identifies areas requiring new or revised policy and/or guidance statements or handbooks.
  • Serves as the principal spokesperson for the Fish and Wildlife Service for the news media on those aspects of a scientific and technical nature involving the international conservation program.

In order to qualify for this position you must possess the Minimum Qualification.

Minimum Qualification GS-15

One year of specialized experience equivalent to at least the GS-14 level in the Federal service. Examples of such experience may include: Oversee the implementation of financial and technical assistance programs; create and develop national and/or International Conservation initiatives to benefit wildlife species and their habitats; implement wildlife conservation financial and technical assistance programs; participate in meetings with decision-makers from federal and state agencies, international governments and organizations, and non-governmental organizations to enhance the conservation and management of wildlife, plants, biological diversity, and ecosystems of mutual interest; performs a full range of supervisory/managerial duties and responsibilities of a staff to evaluates work products for meeting goals and objectives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Mastery knowledge of the domestic and international wildlife conservation laws, treaties, agreements, regulations and policies underlying the programs and activities related to international conservation.
  • Ability to effectively manage a highly motivated and technically competent staff working on a diverse range of international conservation issues.
  • Ability to lead policy reviews and policy development.
  • Masterful interpersonal skills and in oral and written communication on complex highly sensitive international conservation issues.
