Performs work site inspection, intervenes where hazards are suspected, and serves as backup to facility safety officer.

Responsibilities

Performs technical, administrative, or professional work involving managing, administering, operating, or supporting services and programs related to the operation and safety of Federal facilities. Manages or participates in industrial hygiene program to identify, evaluate, and prevent environmental conditions or stresses arising in or from the workplace which may cause sickness, impaired health, significant discomfort, or inefficiency. The program might consist of environmental monitoring, record keeping, medical surveillance, personal protection equipment, waste disposal, etc. Evaluates information/initiates research to validate or recommend implementing changes to existing industrial hygiene and health policies or to recommend new policies or guidance.

Performs works in research and preparation of studies and reports on policy issues or problems related to the facility or agency industrial hygiene program. Researched existing laws and regulations recommends changes or modifications to policy. Identifies the need for and initiates, monitors, and evaluates the results of special studies, inspections, and research on technical aspects of industrial hygiene program practices. Independently develops guidelines to be used for program implementation. Identifies key policy issues, designs analyses, evaluates alternatives, and makes recommendations to management officials.

Formulates guidance and instructions to effect various industrial hygiene policy decisions. Provides advisory services to those entities implementing the policy. Ensures appropriate dissemination of the guidance to ensure consistency throughout the facility or agency. Prepares instructions to implement newly developed or modified VA guidance. Recommends modification or development of procedural policy initiatives based on problems that arise during ongoing program execution. Performs program work to effect policy. Establishes criteria to assess the quality of program accomplishments. Evaluates programs against established criteria. Recommends program change to improve' quality.

Reviews current literature, research, or professional studies to determine state-of-the-art methods and techniques for industrial hygiene program planning and implementation. Designs program requirements that accommodate VA priorities or emphasis and meet current recognized standards for the program. Develops, coordinates, and reviews large medical center industrial hygiene programs consisting of a major medical center and all satellite facilities under its control. The overall program consists of developing occupational health policies, performing environmental monitoring, recommending methods to abate occupational exposures, initiating medical surveillance procedures, maintaining proper records, and conducting employee training. Evaluates progress of health-related capabilities, authorities, plans, procedures, training, and exercises. Develops planning strategies to strengthen the facility's ability to deal with emergencies.

Serves as the advisor with direct responsibility for implementation of industrial hygiene programs for the assigned facility. The program is a major VA program dealing with complex hazardous conditions that involve a diversity of important health, economic, and/or cultural considerations.

Performs work in establishing the standards by which the industrial hygiene program will be judged. Determines minimum standards of adequacy and legal and regulatory compliance requirements. Establishes program goals and objectives, .and identifies results indicative of successful program accomplishments. Establishes the standards by which to judge program effectiveness and plans for multiple program or broad subject matter evaluation. Prepares written reports of inspections.

Participates in or directs on-site inspections of worksites to identify and evaluate conditions which may be hazardous to workers' health. Manages all aspects of the mandatory industrial hygiene inspection program. Checks all facility areas: for possible unsafe conditions. Follows up to assure correction of-all deficiencies found. Determines compliance with occupational health regulations, recognized standards, and agency governing references. Investigates exposures which may include those. involving· fatalities, serious injuries, and complaints by employees concerning work conditions. Conducts background reviews of the characteristics of workplace procedures to determine the measurement's to be mad and the methodology to be used to ascertain the degree of toxicity of a wide variety of harmful agents.

Performs other directly related duties as assigned.

Work Schedule: Monday - Friday, 8am - 4:30pm. Must have the flexibility to work outside the normal tour of duty which may include weekends and holidays.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/17/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience involves the recognition, evaluation, corrective actions, and elimination of environmental conditions in the workplace that causes sickness, impaired health, or illness. This experience must demonstrate a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as physics and engineering controls.

Such work must have involved experience in all of the following areas: the acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses; the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers; and the selection and recommendation of appropriate controls, including management, medical, engineering, education or training, and personal protective equipment.

AND

Education: A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; or a bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene.

You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
