This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STEM Positions and Cyber Security and related positions to recruit and appoint qualified candidates to positions in the competitive service.

Responsibilities

  • Serve as the National Environmental Policy Act (NEPA) Program Manager; Natural Resources Program Manager; and/or Petroleum, Oils, and Lubricants (POL)/Tanks Program Manager within the Fort Meade Directorate of Public Works, Environmental Division.
  • Develop and implement specific programs as part of the installations overall environmental program in accordance with applicable environmental laws, executive orders and regulations.
  • Review and evaluate a wide range of policies, plans and projects for environmental conservation and protection issues.
  • Serve as a technical expert for assigned programs and perform surveys, data collection and inspections.
  • Plan, develop and coordinate projects when observations or investigations reveal the need for corrective action.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent may be required to complete and/or maintain DoD Pesticide Applicator Training and Certification as a Certified Applicator in applicable EPA Categories in accordance with Army Regulations.
  • A pre-employment physical is required due to work conditions and potential job related exposures. Follow on physicals will be addressed by occupational health based upon work conditions and/or exposures.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Environmentalist:

A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes performing a full range of environmental compliance or conservation work which includes applying professional knowledge of biological and chemical science concepts, principles and practices; experience with local, state and federal regulations, legislation, and policies to manage and implement assigned environmental programs; providing advisory, planning and reviewing services concerning established, changed or new environmental policy; developing and/or implementing short and long range projects or plans for the protection, maintenance, and enhancement of the environment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • This announcement may be used to fill, but is not limited to, any of the following program roles within the Fort Meade Directorate of Public Works, Environmental Division:
ENVIRONMENTALIST (National Environmental Policy Act (NEPA) Program Manager): Manage NEPA compliance, perform outreach and pollution prevention duties, analyze data to determine the effect of plans and proposed actions to resources, coordinate project reviews for the Division and prepare supporting documentation. Works closely with Master Planning, Natural and Cultural Resources and Military Construction.

ENVIRONMENTALIST (Natural Resources Program Manager): Manage environmental programs such as: Forestry, Wetlands, Threatened and Endangered Species, Fish and Wildlife, Agronomy and Invasive Species. Works closely with Entomology Section, Storm Water, Cultural Resources, NEPA, Pollution Prevention and Military Construction.

ENVIRONMENTALIST (Petroleum, Oils, and Lubricants (POL)/Tanks Program Manager): Manage aboveground (AST) and underground storage tank (UST) inspection, compliance and permitting. Coordinate spill response and spill prevention management, reporting and training. Collect data and report to higher headquarters. Works closely with the Hazardous Waste Disposal Shop.
