Summary

These positions are located in the Office of Administration, Acquisition Management Division, Operations Branches A and B and Acquisition Planning, Policy and Support Branch. The supervisors are Joseph Widdup (Operations Branch A), Monique Williams (Operations Branch B), and Jill Daly (Acquisition Planning, Policy and Support Branch). These positions are in the Bargaining Unit.

Responsibilities

As a Contract Specialist in the Office of Administration (ADM), Acquisition Management Division (AMD) the selectee(s) will review requisitions with emphasis on quality, clarity and completeness and for compliance with NRC policies and/or standards. Consult with affected office personnel as necessary to resolve questions and to clearly understand any peculiarities of the requirement, including any justification of the need and other specific information. Solicit, negotiate, prepare awards and administer acquisitions (e.g., purchase orders, contracts, delivery orders, task orders, Blanket Purchase Agreements (BPAs), BPA calls, and interagency agreements) and financial assistance (grant) terms and conditions.

Additionally, you will prepare acquisition-related and/or grant-related documents for approval and, as applicable, levels higher than Contracting Officer (CO) or Grants Officer. You will determine the applicability of clauses set forth in regulations and include them in acquisition or grants documents to protect the government's interest. Obtains and coordinates the advice and assistance of technical staff specialists to ensure that the proposed instrument will achieve program goals. You will monitor contractor performance of the work by reviewing monthly progress or other periodic reports and/or by other methods as appropriate and determines whether a contractor is performing in accordance with the terms and conditions of the award. This activity may involve frequent, systematic monitoring of contractor efforts, including site visits, review of contractor submissions, and discussions with the COR and other on-site personnel. Ensure that performance issues are timely brought to contractor's attention and that required corrective action is taken in a timely manner.

Review and determine whether approval is appropriate for payments of invoices and vouchers after determine whether the product(s) and/or service(s) have been accepted by the COR and, if applicable, to determine the allowability, reasonableness, and allocability of costs under the acquisition, and, if applicable, to ensure that payments are commensurate with the effort exerted by the contractor.

Qualifications

In order to qualify for this position, in addition to the educational requirements you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

Specialized experience for the grade 9 is defined as one year of experience at the GG-7 level or equivalent, which is directly related to the position and has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:

A. Experience that demonstrates knowledge of the Federal Acquisition Regulation (FAR) and other applicable federal policies and procedures, relating to procurement, sufficient to enable immediate grasp of implications of actions taken and proper means of accomplishing agency mission within procurement statutes and regulations.

OR

B. Education: Two full academic years of graduate education in a business-related field or masters or equivalent graduate degree or LL.B or J.D.

Specialized experience for the grade 11 is defined as one year of experience at the GG-9 level or equivalent, which is directly related to the position and has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:

A. Work that demonstrates intermediate knowledge of the Federal Acquisition Regulation (FAR) and other applicable federal policies and procedures. This includes the ability to review and coordinate contract actions sufficient to evaluate the significance of particular aspects, ability to digest and apply to specific situations principles established by precedent or policies set forth by directives.

OR

B. Education: Three full academic years of graduate education in a business-related field or Ph.D. or equivalent doctoral degree.

OR

C. Have a combination of specialized experience as described in "A" above and graduate-level education as described in "B" above.

The ideal candidate will be able to demonstrate the following:
  • Demonstrated experience and/or successful completion of college courses related to regulatory, legal, public policy and/or business-related subjects at work.
  • Demonstrated experience communicating, both orally and in writing, complex information in a clear and logical manner.
  • Demonstrated experience prioritizing and managing multiple work assignments and meeting established deadlines.

  • A description of how you possess the specialized experience, as well as how you meet the qualifications desired in an ideal candidate, should be addressed in your resume and additional space provided for supplemental response.

    Education

    BASIC QUALIFICATIONS:

    A. 4-year course of study leading to a bachelor's degree with a major in any field;

    or

    B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    Education must be reviewed and certified by an accrediting institution recognized by the U.S. Department of Education in order for it to be creditable toward your qualifications.     If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.     A transferable security clearance from another agency or a background investigation leading to a clearance is required for all new hires. To be eligible for a 145(b) waiver you will need a favorable education verification, reference, credit, and criminal history checks. If a wavier is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment. If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.
