Responsibilities

  • Participate with higher level Agency management in the development of policy regarding the Agency's administrative and rulemaking proceedings, and the public release of information under the Freedom of Information Act (FOI).
  • Have responsibility for giving advice and guidance on the Agency's requirements regarding the submission of materials into the administrative record.
  • Maintain the overall integrity and accuracy of the information and data in assigned aspects of the web-based system and has knowledge of the types of information contained in those portions of the system.
  • Interpret Agency regulations regarding the Food and Drug Administration administrative and rulemaking proceedings.
  • Discuss decisions to reject submissions with Agency officials for clarification, analysis of impact, and recommendation of possible alternatives to the reject process, and to obtain a coordinated Agency response to a submission.

Qualifications

The position of Administrative Proceedings Specialist falls within the 0301 occupational series. To qualify for this position at grade GS-11, you must meet Time-in-Grade requirements by 11:59 pm EST on 06/16/2021.

MINIMUM QUALIFICATION REQUIREMENT

GS-11:
You must have one year of specialized experience that is equivalent to at least the GS-09 grade level in Federal service which includes
assisting in the development of policy and procedures regarding administrative and rulemaking proceedings; researching problems that may arise from non-compliance with regulations; and experience maintaining automated data systems.
- OR -
A Ph.D or equivalent doctoral degree or Three (3) full years of progressively higher level graduate education leading to such a degree or LL.M which is directly related to the work of this position.
- OR -
Have completed a combination of specialized experience and graduate level education as stated above that meets 100% of the qualification requirements for this position.

Specialized experience is experience which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.


Time-in-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. FOREIGN EDUCATION
