Summary

The Congressional Research Service (CRS), Knowledge Services Group (KSG) seeks up to two information management specialists to join its Technical Services Section. These positions are being offered through the Congressional Research Service Career Opportunity Plan, CREA Article XXXVI. Responsibilities

The information management specialist will manage and organize digital and print content in CRS repositories and archives, digitize materials, and provide instructional services. Candidates with knowledge of disciplines related to the organization of information and an understanding of the principles of information management, metadata, and information retrieval are encouraged to apply.

Duties include:

DOCUMENT AND ARCHIVES MANAGEMENT

Identifies, evaluates, digitizes, and provides metadata for institutional documents and records for inclusion in CRS repositories and archives. Catalogs and tags documents to enable their access and discovery and to facilitate sharing of information following established guidelines and procedures. Assists in identifying, testing, and evaluating tools and user interfaces that facilitate access to documents.

Assists in records management activities by organizing, digitizing, storing and logging official records selected for retention. Works with CRS staff to educate and ensure staff are following proper records management procedures.

INFORMATION AND DATA MANAGEMENT

Assists with the maintenance of databases, digital content, shared folders, and other information systems and resources to assist analysts, attorneys, information professionals, and Congressional clients in accessing data and information resources in order to meet targeted, well-defined information needs.

Supports activities related to indexing and categorization of information. Assists in developing and testing new and/or revised methods for organizing, integrating, and disseminating information.

Supports the collection, compilation and presentation of metrics that gauge the usage of systems, content and documents by CRS staff and congressional clients. Assists in the documentation of procedures related to the use of information tools and services.

INSTRUCTION AND OUTREACH

Develops and maintains knowledge of internal resources, directives, and information technology. Maintains detailed knowledge of CRS products, product life-cycle, and workflows. Assists in providing training and instruction to CRS staff on the scope and use of CRS systems, tools, databases and repositories.

Maintains close contact with analysts, attorneys and information professionals throughout CRS to share information regarding development and enhancement of information services, to identify and share best practices, and to eliminate duplication of effort.

The tour of duty for this position is full-time.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position may elect to work a flexitime or compflex work schedule.

This is a non-supervisory, bargaining unit position.

Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

ELIGIBILITY

THESE POSITIONS ARE BEING OFFERED THROUGH THE CONGRESSIONAL RESEARCH SERVICE (CRS) CAREER OPPORTUNITY PLAN (COP), CREA ARTICLE XXXVI

Competition is limited to non-managerial, non-supervisory CRS bargaining unit employees who:
  • Have one year of full-time employment in the Library or the equivalent in part-time employment;
  • Have permanent, indefinite, or indefinite not-to-exceed (NTE) status, and if indefinite NTE, their appointments must extend at least until the effective date of their placement into the program; and
  • Occupy a position at the top GS level of a promotional plan, except for positions higher than GS-12, OR occupy a single graded position, except for positions higher than GS-12.

IMPLEMENTATION OF THE COP PROGAM FOR THIS POSITION:

Selectee(s) will participate in the COP program for two years. As part of the program, they will perform the duties of a GS-1412-09 information management specialist, and will receive on-the-job training, external training, and assignments that are appropriate to the position and that will prepare them for promotion to the next higher grade. Participants' on-the-job performance and progress in training will be evaluated on a continuing basis by the supervisor, and formal oral and written evaluations will be conducted every six months. Successful completion of the 2-year program will lead to a promotion to information management specialist, GS-1412-11. Participants may be terminated from the program at any time for failure to perform satisfactorily or for failure to complete the program successful within the allotted time, barring extraordinary circumstances. If the participant is terminated from the program, he or she shall be returned through established personnel procedures to a position of similar grade and duties to the position occupied before entering the program without loss of tenure or seniority.
