Responsibilities

This position reports to the Branch Chief of the Mission Support Services (MSS) Branch within the Division of Advanced Analytics and Information Sharing (DAIS) under the Deputy Under Secretary for Intelligence Enterprise Readiness (DUSIER), Office of Intelligence and Analysis (I&A), U.S. Department of Homeland Security (DHS). This is a 12-month reimbursable Joint Duty Assignment (JDA) position with an option to extend up to 24 months by mutual agreement between gaining and employing elements. Temporary change of station costs may be available for qualified DHS Component personnel.

The MSS branch has two sections namely the DAIS Program Management Office (PMO) and Data Acumen and Literacy. MSS is responsible for the Program and Service Management within the Division and focuses on stakeholder engagement, which includes I&A mission centers, DHS components, IC, and state and local partners. MSS also manages relationships with technology partners and universities. MSS's role is to help DAIS with its recruitment efforts to promote I&A's diversity and inclusion efforts.

The incumbent will be responsible for a broad range of highly complex activities in the MSS Branch, to include requirements management, program management and Data Acumen and Literacy activities for DAIS.

Duties include:
  • Coordinates and develops policies, strategies, practices, plans, and procedures to support all functions and processes in DAIS.
  • Supports projects requiring innovative and unprecedented approaches to resolving highly complex issues through establishing and maintaining effective working relationships within DAIS, I&A, the Department of Homeland Security Intelligence Enterprise (DHS IE), and the Intelligence Community (IC).
  • Conducts a wide variety of coordination activities that will maximize partnerships between the DAIS and I&A, the DHS IE, and the IC.
  • Serves as functional advisor to assigned program and functional areas; develops presentations, briefing materials, and finished reports on findings and recommendations for management.
  • Implements project management practices around schedule, budget, risk, resources and communications management.
  • Performs need analysis to determine opportunities for new and improved business process solutions.
  • Provide advice on project costs, design concepts, or design changes.
  • Researches complex ongoing and projected programmatic activities
  • Reviews information, reconciles conflicting data, and devises new and modified methods to analyze findings
  • Recommends strategies to improve implementation and evaluation of programs. Advises management of unique conditions and issues that affect program activities
  • Provides guidance on interpretation and implementation of new or revised legislation, policies, regulations and procedures
  • Analyzes and evaluates the effectiveness of complex program operations in meeting goals and objectives. Develops modifications, revisions, and implementing procedures to improve the effectiveness and efficiency of program operations Monitors compliance with established requirements
  • Employs advanced qualitative and quantitative techniques to improve the efficiency of internal administrative operations, organizations, or management. Adapts existing analytical methods and techniques to specific issues and develops new approaches to resolve complex productivity problems and issues goals and objectives. Develops modifications, revisions, and implementing procedures to improve the effectiveness and efficiency of program operations Monitors compliance with established requirements
  • Employs advanced qualitative and quantitative techniques to improve the efficiency of internal administrative operations, organizations, or management. Understands how one's own work impacts, and is impacted by, the mission and operations of DHS and IC organizations and components and uses this information to maximize contribution to mission accomplishment.
  • Ability to draft, edit, and disseminate written reports, including draft materials for senior leadership, that are factual, timely and relatively error-free.
  • Skills in developing collaborative information and knowledge sharing networks and builds alliances with colleagues and counterparts within area of professional/technical expertise.
  • Skills in communicating, coordinating with, and advising senior-level officials; organizing and presenting statements of position; and presenting information succinctly and clearly.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
