Summary

This position is located in the Bureau of Budget and Planning (BP). The incumbent serves as a Budget Analyst providing a full range of budget development, oversight, execution and analyses for the assigned budget area.

Responsibilities

  • Plans, organizes, coordinates, and carries out annual and multi-year budgeting in support of assigned appropriations, bureau(s), or major bureau components or programs.
  • Assesses program initiatives and activities through detailed analyses to prepare annual budget estimates and cost-benefit analysis for the Department, Office of Management and Budget (OMB), and Congressional budget submissions.
  • Coordinates the execution of the approved budget; advises program and other managers of the necessity for and type of budgetary action to be implemented to meet their particular programmatic requirements.
  • Develops, reviews, and/or recommends the reprogramming of funds within an appropriation or between or among programs and object classes.
  • Reviews and analyzes requests for apportionments, transfers, and allotments for accuracy of technical treatment and format, mathematical accuracy, adequacy of supporting narrative documentation, and conformance with budgetary policy and guidelines.

Qualifications

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:
  • Experience formulating, justifying, presenting, and executing a budget for a program or functional area.
  • Experience analyzing and comparing program content to conduct cost-benefit analysis of alternative budget and program actions.

There is no substitute of education for specialized experience for the GS-13 position.

  • Ability to develop annual budgets and/or multi-year program estimates.
  • Knowledge of relevant legislation, statutes, regulations, administrative laws, policies, and precedents.
  • Ability to develop, justify, and manage budgets for a program or functional area.
  • Ability to identify and resolve complex financial management issues.
