Summary

The position is located in the Budget Operations and Systems Branch (BOSB), Budget Division (BD), Office of Budget, Finance, and Award Management (BFA), National Science Foundation (NSF). BOSB is responsible for the technical preparation and submission of budget estimates to the Office of Management and Budget (OMB), budget execution and reporting activities including development and implementation of the annual operating plans of the Foundation's major fund accounts.

Responsibilities

Technical Work 70%

• Serves as primary technical troubleshooter and an NSF analyst responsible for developing new budget processes. Coordinates with branch analysts to periodically review processes and tools and to recommend efficiencies to the Branch Chief and BD senior management as a recognized authority in the field.

• Re-assigns to BOSB analysts clearance documents received though via automated systems such as DMS, eClear, and PIMS. In the absence of the branch chief, does the final BD review and clearance.

• Serves on relevant topical agency-wide working groups, comprised of senior staff, including Division Directors and Directorate staff, representing the Budget Division and in some cases BFA. Attends meetings and ensures the team is involved at the senior level on all matters that affect the development of budget and policy materials relevant to the working group.

• As requested, represents the Branch Chief at meetings both within and outside NSF. In the absence of and as designated by the Branch Chief, has full responsibility for the operations of the Branch and the activities of its staff.

• Participates with the Branch Chief, BOSB, in planning and directing the formulation and execution of the NSF budget in conformity with Office of Management and Budget (OMB) requirements and criteria.

• Advises and informs top management as to the implications of expansions and curtailment of programs and national economic trends affecting resources available and their impact on long-range NSF planning and forecasting in the phasing of scientific research programs as an expert in the field.

• Interprets the scope and direction of past legislative actions and current trends, OMB decisions and policies and advises on the magnitude of their effect on program levels within current and future NSF resources.

• Develops information related to past, current, and proposed programs and resources for use by the Branch Chief, Budget Director, Chief Financial Officer, and other top management officials as the recognized NSF expert.

• Develops alternative overall fiscal management policies and program planning as related to the budget process to resolve unyielding issues. Participates with representatives of the Program Analysis staff, Office of Information and Resources Management and the Budget and Planning Liaison Group (BPLG) in guiding and advising operating/officials on overall financial management impact in planning proposed programs and special projects.

• Participates with operating officials in determination of staff and fund resources, in relation to program goals. Translates resulting data into budget estimates and supports proposals for consideration of senior management to achieve coordination and balance among the various program areas of NSF as an NSF expert.

Coordinator Work 30%

• Coordinates the budget call for the Organizational Excellence (Org Ex) activities and other administrative programs and leads the team in development of internal and external deliverables. Employee is responsible for coordination among the administrative offices and the program directorates in preparing the call and interpreting the responses to the budget call. Reconciles differences by coordinating with appropriate Division Directors in the administrative offices and the BPLG Representative from program directorates.

• Monitors long-range Org Ex budgets, by functional categories, based on current staffing and resources as related to present and anticipated future needs and objectives. Recommends standards and criteria for collection and evaluation of program information received from operating units as needed for preparation and submission of budget estimates and justifications and advance planning and forecasting of future needs.

Qualifications

To qualify for the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 level in the Federal service. Specialized experience is experience in Federal Civilian budgeting, particularly long-range budget planning such as making recommendations to management on implications of budgetary decisions in current and future years, budget formulation, presentation and preparing reports to other Federal agencies and Congress on the status and use of appropriated funds.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
