Responsibilities

  • Responsible for directing, through subordinates, the day to day operational and administrative support functions and long-range planning and program development and implementation of cemetery operations-related services and activities serving as the supervisory analyst and integrator of operational policies, procedures, and data and information related to cemetery operations, bridging organizational requirements at the administration-level with operations in the field. Serves as an advisor to NCA leadership on the effective management of operational policies and procedures, program management and administrative programs in support of all functional aspects of the Office of Cemetery Operations.
  • Provides expert knowledge of a substantive nature related to NCA's mission, vision, purpose and objectives and their relationship to the execution of cemetery operations functions. Applies knowledge of management principles and processes and analytical and evaluative methods and techniques to conduct program development and/or execution, assess current operations, and improve organizational effectiveness and efficiency. Applies budgetary and financial management principles and techniques to long range planning of programs and initiatives. Requires the skilled application of methods and techniques for conducting fact-findings and investigations, preparing findings and reports, communicating orally and in writing, and developing and delivering briefings and presentations.
  • Provides supervision, leadership, training, management, and oversight of operational and administrative functions for the Cemetery Management staff in the following program areas: VA Integrated Operations Center support/Watch Desk operations, executive communications and correspondence, operational policy and procedures development and maintenance, budget oversight, program development, implementation and monitoring, operational oversight and analysis, data and information collection and reporting, liaison among districts and central office staffs, personnel management, and routine and ad hoc special projects.
  • The incumbent functions as the Deputy Director of Cemetery Operations and fully shares in the direction of all phases of the organization's programmatic and operational functions. The incumbent's opinion or direction is treated as if given by the Executive Director of Cemetery Operations.
  • The incumbent is recognized as an integral part of the management team in Cemetery Operations and NCA, providing management advisory services to the Office of Cemetery Operations and the Deputy Under Secretary for Field Programs and Cemetery Operations.
  • The daily work varies and is comprised of an ever-changing combination of the following program management, direction, analysis, and integration functions and activities.
    • Operations Management. Provides support to the Executive Director, Cemetery Operations, and the Deputy Under Secretary for Field Programs and Cemetery Operations, through the leadership and management of the Cemetery Management staff in the executing programmatic functions.
    • Administration. Manages executive correspondence, communications and inquiries related to cemetery operations. The source of these inquiries are customers, Congress, partner agencies, media, and the general public.
    • Human Resources Management. Contributes to NCA's broader human capital management efforts by offering inputs and perspectives as it relates to cemetery operations.
    • NCA Integrated Operations Center/Watch Desk. Serves as the integration point for NCA's emergency management and response efforts.
    • Budget Review. In support of Cemetery Operations prepares, submits and defends budgetary requirements identified by the districts and internal program staff.
    • Supervision. Performs routine and ad hoc personnel management functions to include: position management, performance management, employee development and training, awards and recognition, time and attendance (leave) management, employee engagement, and corrective actions as needed.
    • Advisory Services. Provides advice based on research, analysis, and expertise to NCA leadership regarding cemetery operations.
Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 06/14/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.

You may qualify based on your experience, as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: directing, through subordinates, the day to day operational and administrative support functions and long-range planning and program development and implementation of operations-related services and activities; serving as an advisor to senior leadership; Applying knowledge of management principles and processes and analytical and evaluative methods and techniques to conduct program development and/or execution, assess current operations, and improve organizational effectiveness and efficiency; Applying budgetary and financial management principles and techniques to long range planning of programs and initiatives; providing supervision, leadership, training, management, and oversight of operational and administrative functions for the Management staff. Directing a program for which both the scope and impact of the program or organization directed are one or more of the following : Nationwide; agency-wide; industrywide; Government-wide; directly involve the national interest or the agency's national mission; are subject to continual or intense congressional and media scrutiny or controversy; or have pervasive impact on the general public.

Physical Requirements: The work is primarily administrative and sedentary. The work environment involves everyday risks or discomforts that require normal safety precautions (e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals) as typical encountered in office spaces, meeting and training rooms, libraries, residential workspaces, and/or government, rental, or privately-owned vehicles. The work area is adequately lighted, heated, and ventilated. The workplace is generally free from recognized hazards that are likely to cause death or serious physical harm. Some occasional travel may be required.
