Responsibilities

Typical Duties:
  • Preparing reports, briefings, or other documents related to market behaviors, accounting, and auditing issues, and financial trends assessments;
  • Building economic models, determining empirical methodology, collecting data, preparing that data for analysis (including quality assurance), conducting data and statistical analysis using computer programs in SAS, STATA, R, and/or Python etc., documenting analysis, including technical notes and programs, and summarizing analysis in formal and informal presentations;
  • Leading economic and statistical analyses regarding regulated entities and/or products for rulemaking, market trend, risk assessment, and enforcement purposes;
  • Collaborating with, or assisting, senior economists in the preparation of white papers, reports, and other studies, and economic analyses for rulemakings.

  • This position is in the collective bargaining unit.
  • Due to COVID-19, the SEC is currently in a mandatory telework posture through June 25, 2021. If selected, you will be permitted to temporarily telework from a location outside the local commuting area.
  • Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 60 days. At that time, you will be eligible to request telework in accordance with the SEC 's telework policy.


Qualifications

All qualification requirements must be met by the closing date of this announcement.

Time-in-grade for this announcement is one year at the GS/SK-7 level.
Time-in-grade for this announcement is one year at the GS/SK-9 level.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

MINIMUM QUALIFICATION REQUIREMENT:
SK-9: To be qualified at the SK-09, you applicant must meet at least ONE of the following conditions, as defined below: Specialized experience, education or a combination of education and experience .

Specialized Experience: At least one year of specialized experience equivalent to the GS/SK 7 level:
1. Assisting in the review and analysis of financial market information and reports;
2. Maintaining datasets containing financial market information; and
3. Writing computer code able to process datasets

Education: Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related. OR

Combination of education and experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year.

SK-11: To be qualified at the SK-11, you applicant must meet at least ONE of the following conditions, as defined below: Specialized experience, education or a combination of education and experience.

Specialized Experience: At least one year of specialized experience equivalent to the GS/SK-9 level:
1. Working with financial economists or senior specialists to conduct economic and statistical analyses of financial markets, products and participants;
2. Working with financial economists or senior specialists to develop analytical approaches, methods, or models to assemble, manage, or analyze data of financial markets, products or participants; and
3. Research and providing background information and organizing data collection, writing computer programs, preparing written reports, and summarizing finding in the context of building and analyzing economic models.

Education: Applicant must possess a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. OR

Combination of education and experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year.
