Responsibilities

  • Provide leadership and management support for program managers within the IT Directorates Program Management Center, responsible for the development, maintenance and sustainment of DCMA mission and business support automated capabilities.
  • Supervise Program Management staff responsible for the design, development, testing, analysis, deployment and implementation of information technologies.
  • Manage Defense Business Systems, responsible for maintaining and updating information required for Systems/Network Approval Process-IT (SNAP-IT), DoD Information Technology (IT) Portfolio Repository (DITPR) entries, and other mandatory DoD systems.
  • Provide financial management, cost estimating and acquisition support for all phases of the program management and system life-cycle.
  • Collect program and project performance metrics and prepare cost, schedule and performance reports and briefings and lead in-process reviews.
  • Manage Program Procurements: Lead or participate in decisions related to procuring resources.
  • Develop plans and schedules, estimate resource requirements, and define milestones and deliverables for multiple/concurrent Programs/Projects/Investments.
  • Manage program/investment risks: Inform CIO as to the investment?s ability to accomplish objectives and factors that threatens its ability; interacts with staff to assess risks, take steps to minimize risks, and escalate risks appropriately.
  • Provide required Capital Planning and Investment Controls (CPIC) input (monthly, quarterly, annually).

Qualifications

To qualify for a Supervisory IT Program Manager (PLCYPLN), your resume and supporting documentation must support:

Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-03 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes:
  • Experience applying business process concepts and methods sufficient to lead/conduct studies designed to identify potential improvements in the way Program Management is applied to key Information Technology business functions and or implementation of application information systems techniques such as (decision analysis, technical planning, requirements development, requirements management, risk management, technical data management, Investment management, logical analysis, solution design).
  • Experience with the DoD acquisitions, providing technical oversight and direction to cross-functional integrated project teams to apply information technology best practices and quality assurance and control techniques to develop and sustain Information Technologies.
  • Experience with program management and duties associated with supervising and coordinating capital planning and investment control (CPIC) activities, including defining the objectives, definition and strategy for Information Technology investment by driving program/project initiatives.
