Summary

The IT Program Manager is responsible for leading deep technical program management and associated engineering leadership, cross-functional coordination and inter/intra team communications to deliver secure technical program outcomes for wide variety of broad and focused program management activities. The incumbent leads enterprise-wide, on-premises and cloud-based IT activities.

This position is located in Small Business Administration, Office of Entrepreneurial Development in Washington DC.

Responsibilities

  • Manages initiatives aimed at developing a learning platform to address the many small business owners lacking the resources to start and scale their businesses.
  • Identifies, investigates, analyzes, develops, recommends on, and justifies budgeting and actions for Department-wide IT issues involving the highest priorities of the office.
  • Provides leadership and expert program and technical advice to customers on highly technical system implementations and upgrades.
  • Leads a strategy to bring together leadership and staff with required skills to deliver IT critical programs.
  • Ensures security measures are used throughout the stages of programs to include risk management, design, development, deployment upgrades, or maintenance.

Qualifications

In order to qualify for this IT Program Manager, GS-2210-15 position, you must have:

BASIC REQUIREMENT:

In order to meet the basic requirement for Information Technology Management positions, you must have IT related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving

(1) Attention to Detail - is thorough when performing work and conscientious about attending to detail;
(2) Customer Service - works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately;
AND
(4) Problem Solving
- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

ADDITIONAL REQUIREMENT:

One full year of specialized IT management experience equivalent to GS-14 level in the Federal Service (obtained either in the private or public sectors) performing the following: (1) planning for future or replacement data management systems on a more modern technology platform; (2) managing critical IT programs to include analyzing, developing, and/or justifying budgets and actions; (3) providing leadership and technical advice to customers on program implementation and prioritization; (4) implementing security measures in compliance with cybersecurity and/or privacy guidelines throughout program lifecycle.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.
