The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:1.0 INTRODUCTION. The purpose of this Performance Work Statement (PWS) is to identify the requirements/deliverables of the drummer(s) needed to perform services as a Musician for religious activities (Gospel Service Drummer/Minister of Drum Music) at Fort Belvoir, VA for the Gospel congregation The Drummer shall provide support to the Chaplains and Religious Affairs Specialists, and Religious Support Office (RSO) Department of the Army (DA). The location(s) and time(s) are specified in the PWS or modified in the contract by the Contracting Officer. 2.0 SCOPE OF WORK: 2.1 This is a Non-Personal Services Contract between the Fort Belvoir Religious Support Office (RSO) and an independent drummer to deliver specific requirements and deliverables to the Gospel congregation on Fort Belvoir, VA, GPJC. This Performance Work Statement defines the requirements/deliverables of the drummer; ensuring the individual free exercise of religion for military personnel, family members, and authorized personnel; a statutory requirement under USC Title X. The Drummer does not sustain a valid CAC in order to fulfill the requirements of this agreement. 2.2 The Drummer shall serve as the musician for the Fort Belvoir Gospel congregation worship service. The Drummer shall accomplish the following tasks and activities effectively to provide the instrumental music services noted above. 2.3 This contract does not create an employer-employee relationship between the Government and Drummer, as well as any corporation, partnership, business association, other party or legal entity with which the Drummer may be associated. The Government assumes no responsibility for costs incurred for services performed by the drummer that are not included in this contract. There are no provisions for lodging, employee benefits, medical care, retirement or Workmen's Compensation Insurance. Payment shall be made monthly on a per service basis. 2.4 The Drummer shall provide support for those services for which no Fort Belvoir Unit Ministry Team (UMT) members (Chaplains and Religious Affairs Specialists), RSO Department of the Army (DA) Civilians and volunteers can provide. The contract cannot duplicate duties required or provided by these entities as contracted services are an exception to policy. 2.5 The Drummer shall serve the Congregation Community and the greater Fort Belvoir religious support community. 2.6 This contract is not a fulltime position with a standard 9:00 AM to 5:00 PM, Monday through Friday work environment. Workdays and hours will vary according to the approved Calendar of Events, tasks outlined in the CLINs and the time of meetings. Many of the tasks will require evening and weekend hours. 2.7 No UMT member, military member, DA Civilian, fellow drummer or volunteer can supervise or direct the Drummer or control the method by which he/she performs the required tasks. Under no circumstances shall a work schedule be prepared for the Drummer or the impression be given that the Drummer is an employee of the Government. It is the responsibility of the Drummer to guard against any actions that are of the nature of personal services, give the impression of personal services or portray his/her position as that of an employee. 2.8 Under no circumstances shall a Drummer provide direction to a Religious Affairs Specialist (RAS), general military member, a DA Civilian, fellow drummer or volunteer, nor shall he/she represent in an official capacity of the Federal Government, US Army or Air Force or the local congregation that the contract supports. 2.9 The Drummer shall adhere to all security and weather warnings and notifications. In the event that inclement weather causes the cancellation and/or postponement of an event, the COR will notify the drummer when services are not needed. 3.0 PERIOD OF PERFORMANCE. The contract shall be for 01 October- 30 September; and parties may renew this agreement with mutual assent in writing for Fiscal Year (FY) 2023; FY 2024; FY 2025; and FY 2026. 4.0 REQUIREMENTS/PERORMANCE STANDARDS. 4.1 Designated Worship Service. The Drummer shall play the Drums for the designated worship service including accompany signing of hymns, choruses; play preludes (beginning 15 minutes prior to designated start time), offertory, and background for mediation/prayers, and postlude (extending five (5) minutes after conclusion of service) that enhances the atmosphere of worship for the particular congregation. 4.2 Accompaniment for Choir/Worship Team. 4.2.1 The Drummer shall play the Drums as accompaniment for choir and/or worship team rehearsals as needed. 4.2.2 The Drummer shall coordinate with the worship leader and adjust tempo and style of accompaniment to enhance the congregations ability to participate in worship through the signing of hymns, choruses, and spiritual songs. 4.3 Special Services. The Drummer shall play for Special Services. 4.3.1 The Drummer shall communicate with the Chaplains, song/worship leaders, and other musicians conducting the service to ensure a coordinated service of worship for the congregation. Plan and coordinate all musical selections with the Chaplain of the congregation or his/her designated representative in select music in keeping with the theme of the worship service. 4.3.2 The Drummer shall inform music selections to the Chaplain and other musicians in time to be published in the bulletin for the services. 4.3.3 The Drummer shall notify the KO, COR, and BPA caller concerning any maintenance problems or requests concerning the instrument(s) of the Chaplain facility. 5.0 WRITTEN AGREEMENT. The parties may alter this agreement at any time with mutual assent in writing. 6.0. The Drummer shall provide the following specific services. CLIN 1: Sunday Worship Services. Provide professional quality drum music for the congregation, choir, ensembles, and soloists, both vocal and instrumental in accordance with the Chaplain/Pastors guidance and theme for each service. Play the drum for all music in the service. CLIN 2: Rehearsals. Provide musical synchronization as drummer for choirs, ensembles, soloists, both vocal and instrumental with a minimum of an hour and a half weekly rehearsal on a day other than the service date. CLIN 3: Special Services. Provide drum music as a part of the music group for special services. CLIN 4: Special Rehearsals. Provide drum musical for special rehearsals with a minimum of an hour and a half weekly rehearsal on a day other than the service date. 7.0 DRUMMER QUALIFICATIONS. The Drummer shall provide a resume and documentation to substantiate personal qualifications. Although a specific religious education degree is not mandatory, any credentials in religious education training and experience will be considered in the award of this contract. 7.1Demonstrate ability to play satisfactorily the identified instrument(s) (drums) available to the congregation. 7.2 Demonstrate ability to play satisfactorily all selections in the Armed Forces Hymnal and other hymnals and/or song books designated by the Chaplain. 7.3 Be familiar with the faith traditions and practices of the supported congregation(s), and committed to the spiritual health of the RSO and the supported worshipping community. 7.4 Possess the ability to comprehend and communicate effectively in English, both orally and writing. 7.5 Must have personal transportation to fulfill contract requirements and any other items or services to fulfill this contract.Interested Candidates are requested to forward their resume together with three references from individuals who can attest to the candidates good work and steadiness.
