The Housing Specialist manages leasing services for Rapid Re- Housing and Community Supportive Housing clients in scattered rental units in Baltimore City and ensures that quality housing and services are provided to the residents in a manner consistent with the values, policies, and procedures of Catholic Charities. This position is responsible for ensuring the programs compliance with federal HUD homeless programs rules and regulations and passing annual HUD audits and other privately funded program compliance. The Housing Specialist is responsible for: Coordinates housing leased to or for clients of assigned programs in the Community Housing Programs and Rapid Rehousing Program with inspections and overall management of rentals. This position is also responsible for general operations and tenant relations for assigned program(s) Negotiates leases with the landlords and occupancy agreements with residents; maintain ongoing contact with realty representatives and property managers to ensure good relations. Liaison with Catholic Charities Operations and Accounting Department to ensure compliance with lease arrangements. In coordination with each clients case manager, addresses and responds to property and housing emergencies. Inspects the property/apartments with the clients case manager at specific intervals such as: Quarterly during the leasing period to ensure that the client is keeping the apartment in reasonable condition according to the conditions of the lease. Upon end of lease or when the client vacates the property to check the condition of the apartment to determine if there is any damage and/or repairs are needed. Requests return of security deposits from landlords for clients or program. Develops and maintains a good working relationship with each of the tenants and landlords. In identifying new units for tenants; must transport tenants in Programs vehicle. Oversee implementation of tenant lease requirements and monitor the performance of all tenants. In coordination with the Program Accountant, calculates rents for Community Housing and Rental Assistance for Rapid Rehousing programs. Collects Community Housing rents as required. Enforces occupancy policies and procedures by initiating procedures for non-payment of rent. Schedule and conduct initial, turnover and annual inspections with the Harford County Housing Agency inspection department and monitor the upkeep of the property, including snow & trash removal, landscaping, and routine maintenance and repairs. Coordinate any use of outside contractors as needed. Maintain safe premises, working with the security company and the local police. Ensures that all rental properties meet the health, safety and habitability codes of HUD. Conducts regularly scheduled meetings with supervisor to review lease agreements, property maintenance issues and other resident issues and concerns. Keep records, collect and input data and report statistical information to Supervisor in a timely manner. Update rental and income data in ACC Service Point, HMIS and other databases. Possess knowledge of and comply with mission, philosophy, policies and procedures of Community Housing and Rapid Rehousing. Provide hospitality to all Community Housing visitors and clients This position requires: Bachelor's degree in Human Services, Social Work, Real Estate, Business or related field preferred. At least 2 years of related experience in the fields of human services, property management, housing, or residential environment or equivalent combination of education experience. Experience with leases, landlords and property management preferred. Knowledge of HUD housing programs is helpful. Must be physically capable of moving throughout the building including going up and down stairs. Basic Windows PC, web browsing (ie Chrome, Internet Explorer, etc.), and Microsoft Outlook skills required. Other Microsoft Office application knowledge, such as Word, Excel PowerPoint, Skype, and One Drive desired. Ability to travel between the office and locations in the region in a timely and efficient manner. Ability to operate program vehicle to transport clients or visit properties and possess a valid drivers license with no more than 3 points.
