Job Announcement

Provides effective and efficient guidance to department staff at all levels in the areas of budgeting, grants management, accounts receivable, accounts payable, general ledger, cash management, project accounting, auditing and monthly reconciliation of financial records. Monitors, reports, and reconciles all major capital construction projects of Capital Facilities. Provides construction and cost accounting reports, formulates accounting procedures, interfaces with the project management team to ensure accuracy of funding requests. Reviews application of payment. Provides periodic reports on budget/expenditure report on major construction projects. Manages accounting aspects of public and private partnership projects of Capital Facilities. Produces periodic reports, reviews and prepares financial reconciliation reports, maintains project costing as it relates to contracts, change orders, retainage, and reconciling bank statements. Maintains bond and debt service accounting for bond-funded project. Acts as lead on capital asset disposals and capitalization, periodically reports financial data to Department of Finance (DOF), and Department of Management and Budget (DMB). Works with DOF and Department of Procurement and Material Management (DPMM) asset coordinators to ensure all assets are timely recorded and removed according to the capitalization policy. Maintains the capital asset schedule. Prepares grant invoices and maintains customer accounts, ensuring timely receipt of invoiced receivables. Performs periodic reconciliation of FOCUS reports to subsidiary ledgers and schedules, tying the fund balance from FOCUS to project balance maintenance detail records. Hires, trains, supervises and monitors staff activities on daily financial processing activities, monthly reconciliation, fund encumbrance, vendor payments, and cash receipt, investigates financial irregularities, and recommends proper course of action to the Chief, administrative services. Reviews, analyzes and monitors capital construction projects to ensure completeness and compliance with related rules and regulations issued by federal and state governments, DMB, DOF, FCDOT, and DPMM. Analyzes revenues and expenditures and proper accounting policies.

Candidate must have outstanding oral and written communications skills and experience with presentations to various audiences.

  • Supervises staff in preparation of highly complex and diversified financial reports with a countywide impact required by federal and state, including the county's comprehensive annual financial report (CAFR);
  • Serves as a lead consultant and coordinates training opportunities for county departments on accounting and financial reporting matters;
  • Participates in development and implementation of countywide policies and procedures pertaining to accounting and financial reporting;
  • Coordinates programs with countywide impact (i.e., Integrated Customer Assistance Compliance program, Internal Controls program);
  • Participates in the management and oversight of countywide policies and procedures.


Required Knowledge Skills and Abilities

  • Considerable knowledge of the principles, methods, and practices of governmental accounting and fiscal management, and the ability to apply them to complex governmental accounting systems;
  • Considerable knowledge of federal, state and county procedures, policies, regulations and legislation impacting the maintenance of county financial records and reports;
  • Knowledge of electronic financial data processing systems;
  • Ability to plan, direct, and supervise the activities of professional accountants engaged in complex accounting work;
  • Ability to prepare and/or coordinate the preparation of comprehensive, complex accounting reports and records;
  • Ability to develop and implement sound accounting policies and procedures.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least 24 credit hours of intermediate level accounting or higher; plus four years of increasingly responsible accounting experience including two years of experience with automated accounting systems. CPA certification or a master's degree in an appropriate field may be substituted for one year of required experience.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.
PREFERRED QUALIFICATIONS:
  1. Three years of supervision of a staff with experience in the development and management of an accounting team.
  2. Strategic leadership for process improvement and organizational development.
  3. Three years of experience in accounting.
  4. Extensive experience managing funding streams, reporting, filing, and close of federal & state grants, and cash receipt, accounts receivable of the assigned projects.
  5. Extensive experience in reconciliation of project records, and capitalization of assets of assigned funds.
  6. Extensive experience of FOCUS system, specifically, finance, budget, and accounting modules.
  7. Extensive technical and analytical experience using SAP financial software or similar program.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, credit check, and driving record check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
Office environment requiring walking, bending, reaching, sitting for extended lengths of time at desk. Ability to operate keyboard driven equipment. Ability to produce handwritten and typed documents. Ability to provide verbal presentations. Must be able to carry up to 10 pounds of files and climb stairs.
