Job Description

The Building Systems Manager leads within the Office of Maintenance and Custodial Services (which is part of the Facilities and Operations Department). The Building Systems Manager is responsible for the operation and maintenance of all physical plants and building systems division-wide. This position will manage and oversee all work performed in-house and by contracted service companies to ensure building systems are operated safely and efficiently with minimal disruption to the school day. The Building Systems Manager routinely inspects facilities and equipment to ensure compliance with established codes, policies, and procedures; results from inspections will be reported as metrics and benchmarks on a regular basis. After-hours security and emergency management operations for facilities will be coordinated through this position with the Office of Safety and Security Services. Work is performed under the general supervision of the Assistant Director of Operations and Maintenance; may also receive instruction from the Director of Maintenance and Custodial Services as needed. The incumbent will coordinate closely with managers of other offices within the Department of Facilities and Operations, Principals, and other appropriate city, school, and community organizations.

Qualifications

Education: High School Diploma required. Bachelor's degree highly preferred.

Certificates & Licenses: Valid Driver's License required.

Experience: Five to seven years of experience in the facilities management field (managing multiple facilities) required; preferably with increasing levels of responsibility. Experience managing facilities within a K-12 educational environment is a plus.

Essential Functions
  • Manages and oversees all in-house and contracted services work relating to the safe and efficient operations and maintenance of all school facilities. This includes the following systems and associated equipment:

o Heating Ventilation and Air Conditioning

o Electrical

o Plumbing

o Storm Water

o Roofing

o Elevator

o Fire Protection
  • Coordinates Fire Protection systems operation with City Fire Marshal as well as other Divisional staff.

o May also coordinate and oversee projects such as carpet/tile installation, pest management, grounds maintenance, and other programs as required/assigned.
  • Supervises, directs, and manages work performed by School-based Building Engineers and Skilled Maintenance Leaders to ensure safe and efficient operations of all building systems at ACPS facilities.
  • Promotes, coordinates, and tracks training and professional development for Building Engineers.
  • Supervises and inspects work performed by outside contractors to verify that the work performed is consistent with contract requirements and work standards before authorizing payment.
  • Manages work assigned through computerized work order management system (CMMS); completes trend analysis through CMMS generated reports
  • Periodically reports on work accomplished and measured in ACPS Strategic Action Plan metrics.
  • Coordinates with other stakeholders on departmental maintenance and operations, facilities emergency management, planning & construction activities, and project commissioning
  • Coordinates with all city maintenance and operations crews for work on school sites.
  • Must be able to effectively communicate (verbally and in writing) and provide feedback to diverse customers
  • Ability to analyze and interpret regulations, policies, and guidelines to operate, manage, and maintain buildings
  • Provides contract scope of work recommendations and participates in the request for proposals (RFP) selection committees
  • Assists with the preparation of presentations and School Board briefings
  • Supports the budget development process by providing budget requirements, estimates, projections, and benchmarking
  • Monitors and projects distribution of funds annually for services, operations, maintenance, and repairs
  • Supports the development of the Maintenance and Custodial Services strategic plan
  • Perform other related duties as required or assigned by supervisor.
  • Must be available to respond to facility emergency conditions after-hours and weekends, as the position is deemed essential personnel.

Physical Demands
  • Performs administrative functions within a standard office environment
  • Frequently performs activities such as standing, walking, bending
  • Regularly performs activities such as climbing and/or maneuvering to assess facility/system conditions
  • Occasional exposure to heights when performing duties such as climbing a ladder or accessing a rooftop
  • Occasional exposure to diminished air and sound quality in construction settings
  • May occasionally work during inclement weather conditions as part of Essential Personnel responsibilities
  • Occasionally Lifts up to 10lbs-20lbs; on rare occasions may lift up to 20lbs-50lbs.

  • Criminal Justice Fingerprint/Background Clearance.
  • Tuberculosis Skin Test.
