Summary

This position is located in the Bureau of the Fiscal Service, Revenue Collections Management (RCM), Collections and Reporting Group, Cash Management Improvement Act Division. The incumbent will provide advice & guidance to a program area to build, maintain, enhance, & operate the program.

Responsibilities

As a Financial Programs Specialist, you will:

- Support the Program in all facets of running the assigned program, which may include coordinating work, documenting and addressing audits and incidents, reviewing expenses, formulating and managing budgets, developing and enforcing the Bureau of the Fiscal Service and Treasury policies, developing communications strategies, performing analyses, resolving problems, processing improvements, managing the program's Capital Planning Investment Control (CPIC) and Federal Information Security Management Act (FISMA) reporting, and managing the program's marketing and training.

- Work with Federal agency and state customers to establish and improve working relationships and provide guidance, resolve problems, and perform duties associated with a program.

- Perform process improvement evaluations of financial programs, processes, and systems to assess the efficiency and effectiveness of operations, identify root cause issues, and provide recommendations for remedies/improvements in policies, procedures, customer service, and program management.

- Interpret and present the results of financial programs analyses, including benchmarking, best practices, cost benefit studies, market research, and alternative analyses, in a clear and effective manner to a variety of audiences. This includes selecting the method(s) used to display data and conclusions in a manner appropriate for the audience and most effective for delivery of the content.

- Prepare data analysis (e.g., statistical summaries, comparisons, identification of trends and patterns, documenting process flows, etc.) and presentations for meetings and briefings that effectively and accurately display program information to individuals or groups.

Qualifications

You must meet the following requirements within 30 days after the closing date of this announcement.

Specialized experience for the GS-13 is fifty-two (52) weeks of experience at the GS-12 level or equivalent in other public or private sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is assisting with analysis of financial programs to provide recommendations to internal and/or external customers.
Examples of this experience could include:
-Providing analysis and advice that requires communication and presentation skills to a team and management
-Working with project budgets, spreadsheets, reconciliation of expense or cost analyses

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Public Trust - Background Investigation will be required.

- Obtain and use a Government-issued charge card for business-related travel.
