Summary

This position is part of the Director, Bureau of Indian Education, Bureau of Indian Education. As a Staff Assistant you will serve as assistant to the Director, focusing on maintaining liaisons with other organizational elements of the bureau. The work requires a high degree of qualitative and/or quantitative analytical skills, the ability to research problems and issues, written and oral communications skills, and the application of mature judgment in problem solving.

Responsibilities

As a Staff Assistant GS-0301-11, your typical work assignments may include the following under supervision:
  • Plans, directs, and coordinates the administrative affairs of the Office of the Director.
  • Maintains necessary liaison with offices reporting to the Director, the Office of the Assistant Secretary - Indian Affairs, and other bureaus and agencies of the Department of the Interior.
  • Performs in-depth analysis of issues of importance to the Director, BIE and other senior staff members, which is frequently needed in a very short time frame.
  • Analyzes and organizes the daily flow of work in the office to ensure its expeditious processing.
  • Attends a variety of meetings with the Director and other senior staff ensuring BIE's views are represented and that other views expressed are reported back accurately.
  • Works closely with senior staff for the Director to develop, coordinate, resolve and implement a variety of special projects which are often highly sensitive, confidential, and of national importance.
  • Arranges conferences and meetings including space, times, staff, etc.
  • Reviews all correspondence prepared for the Director's signature or surname for correctness of grammar, tone, format, attachments, continuity of text, and conformance with the Director's style and viewpoint.

Qualifications

Applicants must meet the qualification requirements contained in the OPM Standards . For this position, they are listed below.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

FOR GS-11 MUST MEET A, B, OR C LISTED BELOW:
A) One (1) year of specialized experience that equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-09 level in the Federal service that includes: Advising and consulting with a variety of internal and external customers; presenting findings and recommendations; completing projects, evaluations, or reports; gathering information, identifying, and analyzing issues; assisting in developing recommendations to resolve a variety of problems; assisting in developing processes and criteria to accomplish work assigned; organizing and planning work of the office; maintaining liaison with internal and external offices on behalf of senior staff. These examples are not all inclusive (refer to the summary of duties for specialized experience). OR

B)
Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related to the position. OR

C)
Combination of graduate level education (as defined by B above) and specialized experience (as defined in A above) when combined together meets 100% of the total requirements for the position. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.

Education

CTAP/ICTAP: Department of the Interior (DOI) Career Transition Assistance Plan ( CTAP ) procedures apply in filling this vacancy. 5 CFR 330, Career Transition Assistance for Surplus and Displaced Federal Employees requires the following order of selection for this position:
