Responsibilities

The incumbent exercises program responsibility for the planning, coordination, and direction of all safety and health activities for our nation's mines. Through Headquarters supervisors and three supervisory echelons in the field, the incumbent directs the activities of Headquarters, District, and field office employees who:
  • develop and recommend safety and health criteria and standards
  • develop and recommend policies and procedures to be used in inspection and enforcement activities;
  • formulate and develop inspection and enforcement program and policy guidelines and techniques for monitoring and evaluating safety and health mine performance and for preparing analytical and quantitative mine performance evaluation reports;
  • develop criteria and minimum standards to be implemented by mine operators in establishing training programs for inexperienced miners;
  • conduct annually, as required by law, the minimum number of inspections in all mines and inspect the more hazardous mines with increased frequencies as required under the Mine Act.

The Administrator within the parameters of the DOL's and MSHA's policy and program objectives, the Administrator exercises decision-making authority for new or revised policy directives, inspection and enforcement guidelines, and all matters involving internal program plans and program operations where unprecedented policy considerations or political implications are not involved.

The incumbent participates with, and collaborates in, the planning and coordination of long-range programs with other key MSHA officials and the Associate Solicitor for Mine Safety and Health, and when necessary key officials in DOL and the National Institute for Occupational Safety and Health, and Departments of Interior and Energy. Provides programming input and advice in terms of mining expertise, and interprets implications of inspection findings and enforcement actions, and makes recommendations as appropriate.

Candidates must have had experience at a major management level (normally equivalent to the GS-15 level in the Federal service). MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. APPLICANTS SHOULD LIMIT THEIR RESPONSES TO ONE (1) SINGLE SPACED PAGE PER EACH MTQ WITH THE FONT SIZE NO SMALLER THAN POINT 12. It is recommended that applicants draft their MTQs in a Word document first, then cut and paste into the spaces provided following each MTQ to ensure length requirements.

1. Knowledge of the mining industry, general industry, construction industry, or related field gained through extensive practical experience that enable the incumbent to direct a comprehensive program.

2. Extensive background in working with and or developing and recommending mine safety and health criteria and standards, occupational safety and health standards or related activities, and procedures to be used in inspection and enforcement activities, related to worker safety and health.

3. Experience in monitoring and evaluating worker safety and health performance.

You will be evaluated based on your experience and your responses to the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs). Current/Former Career Senior Executive Service (SES) or SES Candidate Development graduates who have been certified by the Office of Personnel Management (OPM) must provide a narrative response to address each of the MTQs, but need not address the ECQs.
