Summary

The selectee for this position will serve as a Electronics Engineer in the Precise Time Department of NAVOBSERV.

This announcement uses the DHA for Certain Personnel of the DoD / Modified Direct Hire Authority of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.

GS-07: $49,157 - $63,906 PER ANNUM

Responsibilities

  • Serves as team member, team lead, program manager or sole authority for significant projects for system engineering, design/development of subsystems including electronic or electromechanical subsystems required for operations.
  • Maintains electronic/computer systems which automatically collects timekeeping data and monitors and controls the dissemination of Precise Time and Time Interval (PTTI) information in secure environments.
  • Assists with development of new or significantly enhanced Measurement, Time, Transfer and other PTTI systems.
  • Assists with initiating and developing significant improvements to major operations PTTI systems involving time transfer systems, the electronic infrastructure supporting the master clock and their full environmental stabilizing systems.
  • Ensures the quality of systems and components test design and data analysis and ensures design aspects are adequate for their intended purpose, complement or will improve existing operations and systems are designed to allow for future development.
  • Develops and maintains contact with users in the local, national and international timekeeping community by serving in an advisory capacity without close supervision.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • Incumbent must complete an initial Single Scope Background Investigation (SSBI) and be favorably adjudicated to meet the Navy Sensitive Compartmental Information personnel and security criteria.
  • Work is normally performed in an office or field settings. Visits to astronomical sites and duties within the U.S. Naval Observatory may require occasional exposure to temperatures as low as -10 degrees Fahrenheit.
  • Incumbent must be able to travel for long periods of time up to 2 months per year and for two weeks at a time CONUS/OCONUS.
  • This is a developmental position (GS-07/09) with training and/or assignments designed to enhance the incumbent's ability to successfully perform all the duties outlined in the targeted position (GS-13).
  • Incumbent may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.


Qualifications

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual (TRANSCRIPTS MUST BE SUBMITTED):

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET) ; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration For more information about EI and EIT registration requirements, please visit the National Society of Professional Engineers website at: http://www.nspe.org

Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. OR

Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)?

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

In addition to the Basic Education Requirements for this position, your resume must also demonstrate the following (Minimum Qualifications):

SPECIALIZED EXPERIENCE FOR GS-09: In order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position such as:
  • Operates and maintain fixed and portable communication equipment.
  • Prepares specifications for the development and procurement of specialized Radio Frequency equipment.
  • Monitors and analyzes measurement data to verify operations and recognize anomalies in precise systems.
  • Assists higher graded engineers with troubleshooting electronic systems
SPECIALIZED EXPERIENCE FOR GS-07: In order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position such as:
  • Performs detailed calculations.
  • Assists with operating and maintaining fixed and portable communication equipment.
  • Ensures all installed system equipment is maintained have been inventoried.
  • Evaluate equipment performance to collects performance data.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE FOR GS-09: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree directed related to the position.
