Summary

This position serves as an Human Resources Specialist located within the Peace Corps' Office of Human Resources Management's Staffing and Placement Division. The incumbent is responsible for managing the Peace Corps' personnel policies and practices. This includes the administration of the Peace Corps' personnel Recruitment and Selection processes, Position Classification, electronic Official Personnel Folder (eOPF), Payroll and Benefits services, and the Employee Labor Relations Program.

Responsibilities

The position is a senior level HR Specialist who serves as a strategic partner with assigned offices and provides mentoring and training to a team of Human Resources specialists and assistants. The successful applicant should have extensive experience in federal human resources operations and outstanding customer service skills.

The Human Resources Specialist performs the following major duties:

Recruitment, Staffing and Placement:
  • Works with hiring managers/supervisors, and HR Liaisons within assigned offices to determine best possible recruiting tools and methods in filling vacant positions with the best possible qualified individual (s) possessing an excellent skillset and experience to successfully perform the work.
  • Conducts Job Analyses on a wide variety of complex issues.
  • Provides technical advice to management and employees on human resources policies, practices, procedures, and issues pertaining to recruitment and staffing.
  • Participates in management meetings to discuss organizational changes, turnover, changes in skills requirements, position allocation/authorizations, and other issues impacting recruitment programs
  • Plans and advises on implementation of new ideas, procedures, processes, methods or approaches of substantial scope, difficulty, and complexity in areas of short/long-range strategic planning, and strategic development.

HR Advisory Services:
  • Explains regulations, procedures, and determinations to inquiring employees, candidates, hiring officials and organizational administrative staff. Processes and reviews a variety of staffing actions in accordance with OPM and Peace Corps regulations and procedures. Determines appropriate personnel action authorities to effect the recruitment as well as other subsequent personnel actions for selected individuals throughout their employment with Peace Corps (i.e., promotions, reassignments, details, step pay increases, performance and special awards, etc.). Complicated, unusual, or precedent setting personnel actions are normally brought to the attention of more Senior HR staff members.
  • Determines appropriate personnel action authorities to effect the recruitment as well as other subsequent personnel actions for selected individuals throughout their employment with Peace Corps (i.e., promotions, reassignments, details, pay increases, performance and special awards, etc.).
  • Advise employees, supervisors, and management officials on staffing requirements and resources when conducting internal/external recruitment and placement.
  • Advise management on recruitment strategies to best attract, hire and retain a skilled, diverse and motivated workforce including available flexible hiring authorities, sources and special programs
  • Utilizes a wide range of subject matter practices, laws, regulations, policies, and precedents and range of analytical methods to identify, evaluate, and recommend appropriate HR solutions.
  • Provides assistance and advice throughout the entire recruitment/hiring and selection process.

Specialized Experience:

Qualifying experience for the FP-3 level includes one year of specialized experience at least equivalent to the FP-4 or GS-11/12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience researching federal human resources laws, regulations, policies and procedures; Experience providing assistance and advice throughout the entire recruitment/hiring and selection process; Experience developing vacancy announcements utilizing Federal automated recruiting systems; Experience processing a full range of recruitment and placement actions.

Time-in-Grade Requirements: Internal applicants and Federal employees who are currently holding, or who has held within the previous 52 weeks, a position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying, FP-4 or GS-11/12). NOTE: All current or former Federal employees (including internal employees) must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, and type of service (Competitive or Excepted).

Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years.
