Summary

This position is located in Departmental Offices (DO), Under the Secretary Domestic Finance, Office of Financial Research (OFR), Office of the Chief Technology Officer (CTO), Data Operations as an IT Specialist (DATAMGT). OFR promotes financial stability by delivering high-quality financial data, standards, and analysis principally to support the Financial Stability Oversight Council and its member agencies.

Responsibilities

As a/an IT Specialist (DATAMGT), you will:
- Use technology and past experience to diagnose and resolve complex data management problems (data access, data modeling, data usage in the cloud, etc.).
- Manage the Data Management IT systems and the technical integration between systems and the data sharing mechanisms between OFR and our data providers and the FSOC.
- Develop workflows in current OFR data management tools and develop scripts in support of data operations and data quality initiatives.
- Serve as an expert and consultant to top management officials of OFR, FSOC agencies and the Financial Research Advisory Committee (FRAC) on all matters relating to the planning, architecting, engineering, building, and supporting of data solutions which facilitate the assigned program operations, mission and functions.

  • Qualifications

    You must meet the following requirements within 30 days of the closing date of this announcement.

    Specialized experience for the Band 60, (GS 14): An applicant must have one year of specialized experience at or, equivalent to at least the Band 53 (GS-13) in the Federal service.
    Specialized experience for this position includes:
    - Experience delivering technical and business-oriented data solutions to end users in research and analysis roles using financial data from contract-driven financial instruments, activities, or institutions. Examples of contract instruments may include money market funds, hedge funds, credit default swaps, private equity, housing, fixed income, ratings data, repurchase agreements (repo), insurance, macroeconomic indicators, foreign exchange, options, or futures.; AND
    - Experience working directly with data users and Information Technology specialists to document and provide business requirements, data architectures, or data models/structures to facilitate the data acquisition, onboarding, development, or delivery of identified data needs; AND
    - Experience delivering data quality reports and tuning Hadoop or SQL queries; AND
    - Experience leading teams on a variety of large-scale projects and financial data initiatives utilizing project and data management principles, data analysis, data administration, data quality, or data architecture.


    In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.1. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
    Time in Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the OR-60 (GS-14), you must have been at the OR-53 (GS-13) level for 52 weeks.

    The Office of Financial Research (OFR) is recruiting to fill a key position. We offer both flexible work schedules and an opportunity for challenging and interesting work. The OFR is located in the heart of Washington, DC with an office on 14th street, near the White House, a few blocks from the McPherson Square and Metro Center metro stations, and close to shops, museums, and restaurants. The Office of Financial Research (OFR or Office) is a newer organization established by the Dodd-Frank Wall Street Reform and Consumer Protection Act in the Treasury Department to provide data and analysis to the Financial Stability Oversight Council (the Council) and its member agencies, improve the quality and transparency of financial information, conduct and sponsor research related to financial stability, and promote best practices in risk management.
