Recycling Program Analyst

Overview
The Resource Recovery Division (RRD) within the Department of Transportation & Environmental Services (T&ES) plans for, manages, and delivers waste diversion and waste reduction services to City of Alexandria residents. The Program Analyst position within RRD is tasked with managing the City’s residential recycling collection and processing contracts, waste diversion and reduction education and outreach programming, the farmers’ markets food waste composting contract, and projects supporting the implementation of the City’s WasteSmart Strategic Plan.

The Opportunity
  • Monitor day-to-day operations and performance of the recycling collections, recycling processing, and food waste composting contracts by serving as the Contracting Officer’s Technical Representative (COTR); and support the planning and development of solicitations for future needs and contracting relationships for recycling and composting.
  • Develop, implement, and measure education and outreach campaigns by providing graphic design support and drafting copy for brochures and publications, website and social media platforms.
  • Evaluate existing programs, develop and implement innovative practices to improve internal processes, service delivery, and/or reduce the generation of solid waste and maximize recycling and composting;
  • Attend, collaborate, and demonstrate a high level of professionalism with Council, civic association, committee, civic associations, community groups, commissions, and other internal and external meetings as required;
  • Process and respond to all public complaints via phone, social media, fax or e-mail concerning resource recovery;
  • Meet with and deliver presentations on recycling to schools, associations, businesses, community groups, churches, and youth groups;
  • Write, edit, and review plans, reports, contracts, purchasing solicitations, education and outreach materials, and other technical documents, as required;
  • Conduct fiscal management activities, including preparing operational budget and periodically reviewing budget expenditures;
  • Provide updates and status reports on Residential Recycling Program to both Division and Department Directors as required;
  • Support emergency operations as required, which may include evening and weekend work; and
  • Perform other related duties as assigned by the Environmental Program Manager.

The Ideal Candidate
To qualify for this position all candidates must possess a Bachelor’s degree; 3 years of experience in a solid waste, recycling, sustainability or related field managing contracts and developing outreach programming. Understanding of principles and practices of public administration; knowledge of computers, information management systems, and related software such as Microsoft Office; ability to analyze and evaluate programs and to recommend improvements and solutions to problems; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with citizens, governmental officials, representatives of private agencies, and community groups.

The ideal candidate will have graphic and web design experience or a Master’s Degree in Public Administration, Environmental Sciences, Marketing, Business or related field and directly related public-sector work experience.Possession of a valid driver's license and the ability to drive a City vehicle to monitor collection routes and City facilities.
