Responsibilities

This position serves as a program analyst for the Office of Airports (ARP), Airports Safety and Standards (AAS-1), Safety and Operations Division (AAS-300) and is responsible for managing various administrative and technical functions.

Incumbent applies an expert knowledge of management analysis techniques to perform a wide range of complex analytical functions involved in program planning, management, and evaluation within the Office of Airports (ARP). Reviews and analyzes complex operational analysis, business planning and reporting, developing and coordinating Reports to Congress, highly visible controversial ad hoc projects as required. Provides leadership and direction to staff and teams conducting complex and controversial studies, which analyses result in recommendations to improve organizational processes, structures, and management policies.

Conducts management inquiries and/or analytical analysis throughout ARP; advises ARP senior management and agency officials on issues that directly influence policy and operational decisions affecting national and international safety programs managed and directed by ARP. Reviews, selects, and analyzes airport safety data, as well as analyze safety databases to determine safety trends, and root causes of accidents and incidents.

Provides analytical-related duties including evaluating complex national programs and policies; developing management processes and policies that are nationwide in applicability; reviews, analyzes and reports the data of national programs by determining and developing baseline performance measurements and comparing performance with the baseline. Collects and analyzes data, derives conclusions and makes recommendations based on those conclusions; prepares reports, graphs and charts and provides status updates while identifying areas requiring further analysis.

Gathers, validates and inputs technical data in preparation of monthly Business Plan targets, airport safety reports and dashboards; and responds to airport safety issues raised by members of Congress, the National Transportation Safety Board, Office of the Inspector General, and Government Accountability Office. Serves as a sponsor for airport safety research projects assigned to the FAA Technical Center and is responsible for reviewing and accepting research reports.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience is defined as:
  • Experience applying the principles of strategic planning, business planning, or project management to complete projects. OR
  • Experience identifying, analyzing, and recommending solutions for complex or difficult problems. OR
  • Experience preparing written reports, briefing results and providing recommendations to senior management.
