This position is located in the Architect of the Capitol (AOC), Office of the Chief Engineer, Energy, Sustainability and Design Services, Architecture and Preservation Branch. The AOC is seeking an expert Structural Engineer Program Manager. A Structural Engineer license (SE) or Professional Engineer (PE) is desired but not required.

Responsibilities

MAJOR DUTIES INCLUDE:
  • Participates in construction and renovation projects from conception through completion as directed by agency management with advice and review from higher graded Structural Engineers and Architects. Such project involvement includes establishing scope of work, advising on the selection of consultants, coordinating consultants' efforts with AOC staff, design structural systems, assess structural conditions and review consultant's design submissions for compliance with AOC design standards.
  • Applies structural engineering knowledge and techniques to observe, examine, measure, analyze, map, and describe structural engineering applications and problems. Provides structural engineering guidance and assistance to the Planning and Project Management Division, Design Services Division, Architecture Branch, the Construction Division, the Building Superintendents, Office of Security Programs and the Capitol Power Plant.
  • Performs structural engineering planning and design by determining systems requirements, surveying and documenting site conditions, and preparing designs, specifications and estimates. Develops layout and scheduling parameters and inspects and provides observation of materials, methods, and equipment used in structural engineering and construction. Design and review site building and utility excavations to include sheeting and shoring systems. Supervises the work performed by consultants and conducts inspections of completed work. Reviews construction submittals (shop drawings) for conformance with contract requirements and concurrence with consultant review recommended action.
  • Conducts practical research applying theoretical knowledge of the field of structural engineering to actual problems of building and construction. Follows agency engineering policies, standards, and criteria concerning the application of theories of structural mechanics, including distribution of load stresses resulting from load, and strength of materials for existing structures and new designs.
  • Responsible for seismic design, blast design and blast analysis, including coordination with our office of security programs. Required to interpret dynamic analysis of new and existing structural systems for blast effects.
  • Assists with disaster response efforts, to include leading or participating on disaster response teams, writing reports and designing repairs.
  • The work is primarily sedentary except for regular and recurring field surveys and construction site inspections. Such inspections involve a considerable amount of physical activity, including walking, climbing, bending, and stooping and could require entry into confined spaces. The employee must be able to work at elevated levels, climb scaffolding and work on elevated platforms.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-12) grade level.

Specialized experience is defined as having the following:

1) For both new and archaic structural systems, providing technical consultation on a broad range of difficult technical issues and problems involving Structural Engineering; providing technical review of design calculations, analyses, drawings and specifications to ensure compliance with project objectives and standards; and developing structural engineering aspects of in-house designs (i.e. structural engineering, structural design analyses and computations, drawings, specifications, etc.)

2) For both new and archaic materials, comprehensive knowledge of advanced engineering principles applied to materials science, structural engineering including materials such as brick masonry, stone masonry, early ironwork, early steelwork, terra cotta flat arches, steel and concrete.

3) Significant experience developing and implementing creative solutions to a diverse range of highly complex structural engineering problems for both new construction and modification of historic structures.

4) Providing analysis of physical security solutions for architecturally sensitive sites and facilities.

Education

Basic Requirements for all grade levels:

A degree in Professional Engineering. The curriculum must:

(1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or

(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a) statics, dynamics; b) strength of materials; c) fluid mechanics, hydraulics; d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials (relating particle and aggregate structure to properties); and g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished

(1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and

(2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

Special Instructions for Foreign Education :

Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment.

Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree.

You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing if selected.
