The Deputy Inspector General (DIG) for Innovation position is located in the Office of Innovation, Office of Inspector General (OIG), Department of Homeland Security (DHS). The Office of Innovation is responsible for leading, communicating and implementing change efforts across OIG. Enables innovation discovery and channels the potential opportunities for organizational enhancement, improved customer service, and process efficiency.

The DIG for Innovation advises and recommends to the Inspector General (IG) and Principle Deputy Inspector General (PDIG) innovative practices across OIG's enterprise, including mission support, policies and procedures, and in the audit, inspections, evaluations, and investigations portfolios.

In this position you will perform the following:
  • Champion change management and monitor evolving trends, good government best practices, and technological advances to improve OIG, including legislation and policies that may impact the future strategic direction of OIG's workplace environment, audit and evaluation products, and investigations.
  • Lead specific change management initiatives and develop OIG-wide strategies, plans, communication outreach programs, policies, processes and activities related to those initiatives.
  • Work across the enterprise to identify data and information which can be harnessed for OIG programs, issues and initiatives; collaborate with senior leadership to develop actionable plans to implement enterprise data use. Track the implementation of new or revised practices, assesses the progress, recommends necessary changes and evaluates the success of the implementation.
  • Drive employee engagement efforts with senior leadership by evaluating Federal Employee Viewpoint Survey and other data, recommending initiatives that inform recruitment, retention, morale, and employee professional development needs.
  • Research emerging and innovative practices and programs, internal and external entities, including other governmental agencies, industry vendors, and private sector experts.
  • Collaborate with senior leadership and across the management lines-of-business to identify state-of-the-art technology and workplace practices that are forward-leaning and state-of-industry.
  • Advise the IG, PDIG, and senior leadership of policies, processes, and use of data analytics and technology designed to address strategic objectives.
  • Present recommendations and courses of action affecting long range issues or problems pertaining to OIG components and policies, reflecting a diversity of stakeholder positions. The incumbent in this position must demonstrate the ability to lead consensus around suitable resolution alternatives. The incumbent will deal with controversial issues and related management policies, programs, and issues of major significance.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. Your application should demonstrate that you possess the knowledge, skills and abilities to successfully fulfill responsibilities inherent in SES positions such as:
  • Leading the work of an organizational unit
  • Ensuring the success of one or more specific major programs or projects

To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed below.
