Is responsible for daily duties of an administrative and operational support nature, including knowledge of computer systems, managing maintenance staff and administrative staff, ensures contracts are developed maintained and implemented in accordance with the Department of Veterans Affairs mission, regulation, and directives in addition to Hampton VA Medical Center policies(including COR duties).

Responsibilities

Responsible for maintenance program planning, including evaluating the condition of all facility components (e.g., buildings, grounds), determining total maintenance and improvement requirements, evaluating operation and maintenance capability in terms of manpower and materials, and planning project priorities to provide optimum service to occupant organizations; financial planning and control including determining and forecasting funding requirements for facility operation and maintenance, and assisting in facility requirements planning, including evaluating present use patterns of buildings, equipment, and other facilities, and projecting future requirements in terms of expanding or changing organizational requirements. Tracking, preparing, and finalizing the many requests (surveys/data calls) which are initiated by both internal and external stakeholders/program managers. Plays a central role in developing and coordinating internal review systems to assure that ENG activities.

Operational/Maintenance/Construction) comply with agency and accrediting and regulatory requirements. Provides information and resolves conflicts and/or problems that may arise and assures management officials are familiar with the negotiated agreement. Recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities.

Determines labor and material costs for maintenance and repairs, minor improvements, maintenance contracts, and alterations. Prepares and transmits detailed instructions to ENG workforce via written work orders and sketches as necessary to assure proper direction of the required efforts with realistic cost controls.

Receives work orders, evaluates them for approval, checks coding, and releases them to the proper shop for timely completion on a systematic priority basis established by him/her. Works closely with Shop Supervisors to ensure that all priority work orders are completed in the required time frames..

Responsible for project coordination relating to space moves. The preliminary planning requires extensive coordination with the staff. Information and commitments must be obtained.

Examines material being incorporated in the work to determine the acceptability of materials. Inspects construction efforts in conjunction with local points of contact and ensures all aspects of work related to health care renovations are coordinated. Ensures that safety practices are being followed. Arranges for estimates for change orders and labor and material costs necessary for execution of change orders. Determines if contractor claims for completed work are mathematically accurate by conducting on-site measurements and correlating with appropriate plans and specifications. Performs site visits to facilities to assess facility conditions, provides staff assistance, and coordinates Engineering support. Inspects completed projects and briefs project status or progress as required.

Incumbent works closely with Supervisory Facilities Operations Specialist and Shop Supervisors to coordinate issuing and closing of work orders and preventive maintenance sheets. Incumbent is familiar with all aspects of these programs. Incumbent is required to back up Supervisory Facilities Operations Specialist in their absence to ensure continual flow of work orders and PM's.
Administers the internal review, quality and productivity initiatives for the organization. Establishes unique or complex quality and productivity programs/processes. Develops, interprets, applies and integrates objective criteria and acceptable standards for use in monitoring activities. Ensures quality assurance Incumbent is familiar with and assists as necessary with a variety of ENG functions key/lock control. This requires knowledge of various programs and the computer software and reporting systems required to administer them.

Performs the duties of alternate timekeeper and serves as the Talent Management System (TMS) and training coordinator for ENG and is responsible for recording and maintaining training records for each employee. Runs staining reports and deficiency reports on periodic basis to identify training needs.

Performs other directly related duties as assigned.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday - Friday, 8am - 4:30pm. Must have the flexibility to work outside the normal tour of duty which may include weekends and holidays.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/11/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of qualifying specialized experience include:

Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.

Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.

Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate level education

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
