Responsibilities

The Office of the Legislative Counsel is a nonpartisan office of the United States House of Representatives that assists the Members and committees of the House with the drafting of legislation and related activities. The Office does not advocate the adoption or rejection of any particular proposal or policy and provides assistance on an impartial and confidential basis. The Lead Systems Administrator/Operations Engineer manages the information technology (IT) team within the Office of the Legislative Counsel (Office) and supports the mission of the Office through the development, implementation, and maintenance of IT systems necessary to meet a wide variety of operational requirements.

Duties of the Lead Systems Administrator/Operations Engineer include the following:

· Devising, establishing, and maintaining IT systems and policies necessary to support the mission of the Office.

· Supervising the work of the IT team and its members, including establishing schedules and delegating tasks.

· Managing hardware and software acquisitions consistent with the needs of the Office and House requirements.

· Setting up, distributing, and supporting systems for users, including troubleshooting systems issues and assisting users with IT problems.

· Resolving issues regarding network and internet security.

· Working closely with House Information Resources server owners with respect to the management, design, development, building, and maintenance of servers (including VMware and Windows servers), server applications, and systems software.

· Maintaining and periodically testing high-availability systems between primary and secondary data sites.

· Integrating Office systems and operations with the systems and operations of other House organizations.

· Understanding, optimizing, and maintaining network drives, communications, and operational readiness.

· Communicating information on the status of systems to users and management.

· Analyzing the operations of the Office to determine IT needs and provide related guidance.

· Selecting and supporting administrative tools to ensure the IT team's ability to support users, maintain inventory, track the status of systems, and deploy software.

· Maintaining basic to intermediate troubleshooting and operational knowledge on all the software implemented within the Office.

· Coordinating with contractors and external entities who rely on the products of the Office.

· Escalating problems that merit additional support through the proper channels.

· Installing and positioning IT equipment, including the moving and lifting of such equipment.

· Additional tasks as assigned.

Qualifications

A successful candidate for the position of Lead Systems Administrator/Operations Engineer should possess the following:

· Demonstrated experience, including basic to intermediate troubleshooting and operational knowledge, with respect to the following: VMware, Hypervisor, DNS|DHCP|TCP/IP, Avanti Management Suite, Windows Server 2016, Windows 10, and internet and communication protocols.

· Demonstrated advanced technical skills and the ability to develop solutions to complex technical problems.

· Excellent written and oral communication skills, including the ability to effectively communicate IT concepts to individuals with varying levels of experience and knowledge.

· Strong attention to detail.

· Ability to self-start, multi-task, and effectively prioritize under tight deadlines.

· Ability to work both independently and cooperatively.

To be eligible for the position of Lead Systems Administrator/Operations Engineer, an applicant must (1) be a U.S. citizen, (2) have a bachelor's degree in Management Information Systems (or similar field) or an equivalent combination of education and experience, and (3) have the following certifications (individuals with a bachelor's degree must have any 1 of the following; individuals without a bachelor's degree must have 3 of the following, with MCSE: Microsoft Certified Solutions Expert mandatory):

· CompTIA A+

· CompTIA Network+

· CompTIA ITF+

· Microsoft 365 Certified: Fundamentals

· MCSE: Microsoft Certified Solutions Expert

In addition, a successful applicant must (1) have a willingness to work a flexible schedule, including late evenings and occasional weekends, given the varying demands of the congressional schedule, and (2) have an ability to be impartial, in appearance as well as in fact, on matters of politics and public policy.
