Summary

The Defense Counterintelligence and Security Agency (DCSA) is a separate Agency of the Department of Defense (DoD) under the direction, authority, and control of the Under Secretary of Defense for Intelligence (USD (I&S)). This position is placed in the Office of the Chief Financial Officer (CFO).

Responsibilities

As the Senior Advisor, Deputy Chief Financial Officer you will:
-Advise the CFO on all aspects relating to financial management in support of the agency's mission and concerning all aspects of the financial operations, and provide expert-level analysis, coordination, and advice in the areas of budget formulation; budget execution; financial management and policy; financial improvement and audit readiness; financial systems; accounting and financial/cost reporting.
-Advise the CFO in the areas of financial programming, programming, budgeting, executing, accounting, reimbursable program management and procurement, and conduct long-range planning, including planning targeted toward integration of functional fiscal and procurement support and provide financial management advisory services to the CFO, DCSA Director, and management officials concerning the financial considerations and impact of plans, policies, initiatives, and decisions being made in top level meetings, conferences, strategic planning sessions, program evaluations, etc
-Lead the DCSA Program Objective Memorandum (POM) development to determine resource requirements over the mid-and long-term budget cycle to accomplish DCSA's mission, execute programs, and meet goals.
-Monitor and ensure Agency compliance with the Federal Managers' Financial Integrity Act of 1982, Chief Financial Officers Act of 1990, Government and Performance Results Act of 1993, Federal Financial Management Improvement Act of 1996 and subsequent legislation pertaining to financial planning and reporting.
-In coordination with the CFO, lead the Agency's development and assessment of annual statement of assurance for establishing and maintaining effective internal controls.
-Oversee the development for financial management professionals and the Agency's implementation of Financial Management Certification program in accordance with DoD Instruction 1300.26.
-Define accounting standards, policies, and requirements, and ensures the implementation and proper maintenance of the agency's accounting system. Ensures the proper examination, analysis, and interpretation of accounting data, records, and reports, as well as deliver financial reports that provide information for formulating policy, planning actions, and evaluating performance

Qualifications

TECHNICAL QUALIFICATIONS (TQ): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to not to exceed a total of 2 pages per statement per technical qualification.
1. Knowledge of the Chief Financial Officers Act (CFOA), the Government Performance Results Act (GPRA), the Government Management Reform Act (GMRA), or other comparable sector accountability requirements.
2. Demonstrated ability to manage complex Federal financial management, budget and accounting programs, to include responsibility for advising senior officials on financial, budget and accounting matters, developing policies, and implementing financial management systems.
3. Demonstrated ability to analyze large amounts of financial and mission performance data and put it in presentable formats for senior decision makers leading strategic decision making.
4. Expert level experience managing financial operations of large organizations (>5000 people) and >$50,000,000 both appropriated and revolving fund accounts (e.g. Working Capital Funds or revenue-generating business).

Education

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

DCSA, as a newly designated Defense Agency, is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
