Navy Exchange Service Command (NEXCOM) has an exciting opportunity for a new Director of Facilities Engineering & Execution. This person will be responsible for the oversight of comprehensive minor construction renovation, facilities maintenance, equipment procurement, and fixed asset accounting programs throughout the NEXCOM enterprise.

Responsible for the management, administration and oversight of the Navy Exchange minor construction/renovation program including review and approval of construction drawings and cost estimates for projects up to $1,000,000 and select projects in excess of that threshold. Develops annual capital budgets; prioritizes and presents to upper management and provides internal controls to meet that budget on a cash flow basis. Forecasts cash flow expenditures.

  • Major Duties

    Reporting directly to the NEXCOM Military assigned personnel, responsible for District Facility crew oversight including but not limited to:
    • Supervises and provides oversight of District Facility Execution crews across a global footprint that perform construction execution in the field as well as planning, cost estimating, CAD document production, and customer coordination for capital expenditures and investment in the field.
    • Responsible for facilities personnel liaison, acting as primary point of contact for rotation planning, filling vacancies, and general personnel liaison for complex issues.
    • Serves as primary field liaison for all facilities issues, including equipment and fixture procurement, minor project development, maintenance issues, APF shortfalls, etc. Maintains close liaison with NAVFAC/Public Works/Base Command representatives in areas of project planning, base approvals, facility maintenance, APF support, and contract support.
    • Responsible for liaison between facilities and accounting for fixed asset tracking, inventory, and correct Lawson accounting. Develops and manages yearly expense budgets for NEXCOM Facilities, and direct report field staffs.
    • Conducts advisory visits to field locations and District Facility offices.

    Conditions of Employment

    The incumbent of this position must file a Financial Disclosure Report (OGE) Form 450, as required.


    Requires a total of 10 years of combined years as indicated below:

    GENERAL EXPERIENCE: Three years responsible experience, which provided the applicant with knowledge in facilities management, construction and maintenance procedures and concepts, construction, material procurement, cost estimating, construction project management.

    AND EDUCATION: Bachelor's degree with a major in Engineering. Curriculum must be accredited by the Accreditation Board of Engineering (ABET). Current registration as a professional engineer by any State, the District of Columbia, Guam or Puerto Rico required.

    AND SPECIALIZED EXPERIENCE: 7 years of progressively responsible experience which provided a background in implementing facilities management solutions to complex problems; management of capital improvement projects and capital construction projects; equipment and fleet management; property management practices and procedures including capital and expense budgets; supervision of human resources.


    4-year bachelor's degree in related field preferred.
