Summary

This vacancy is for multiple Statistician (Data Scientist) positions within any Directorate at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

This Job Opportunity Announcement may be used to fill other Statistician (Data Scientist), GS-1530, 11/12, FPL 12 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.

Responsibilities

  • Contributes a full range of professional data science competencies to planning and performing continued programs in data science topics. Projects will include advanced scientific, statistical and predictive techniques.
  • Collects, sources, processes and cleans data. Writes and executes program code to perform complex processes that is clear and efficient, interprets and analyzes results, uses data visualization to communicate insights and outcomes to stakeholders.
  • Defines data requirements and integration of enabling technologies to collect, extract, engineer, and transform data from traditional and non-traditional sources.
  • Using knowledge of developments and advancements in these data science topics, identifies opportunities to incorporate the latest technology or techniques and to minimize potential negative impact on current projects.
  • Identifies and uses a variety of internal and external data sources and collaborates with Census Bureau directorates and external parties to identify and address potential barriers associated with accessing, analyzing, and using the data.

Due to the COVID-19 pandemic, and individual states being in different phases of reopening, once the selectee becomes an employee, the report date to the official duty station/facility may be delayed until such time that management notifies the employee of their requirement to report. Until it is safe to relocate, the employee may be approved to telework to the maximum extent possible, up to and including full-time.

Qualifications

Minimum Education Requirement:

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

OR

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

AND

Specialized Experience: For the GS-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 in the Federal service. Experience for this position includes: planning and carrying out data science projects including but not limited to regression, statistical analysis, and modeling; interpreting and analyzing results from data collected using statistical programming languages and/or software (such as Python, R, SAS, and Stata); using data science technologies to collect, extract, guide, and transform data; communicating results with appropriate data visualizations and with written reports or publications to appropriate audiences.

OR

Education:

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

Experience: For the GS-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 in the Federal service. Experience for this position includes: planning and carrying out data science projects including but not limited to regression, statistical analysis, and modeling; interpreting and analyzing results from data collected using statistical programming languages and/or software (such as Python, R, SAS, and Stata); using advanced data science technologies and techniques to collect, extract, guide, clean, and transform data; writing reports or publications and conducting presentations; communicating results with appropriate data visualizations; collaborating and communicating with individuals within the scientific community; facilitating work across teams.

OR

Education:

Education cannot be substituted for experience at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
