Responsibilities

The incumbent serves as the financial and administrative management expert responsible for the full complement of administrative duties and budgetary functions associated with all phases of the budget process (e.g., formulation, justification, presentation, and execution) for their assigned organizational subdivisions, program areas, object classes, or line items for the Office of Occupational Health and Safety (OHS). This position is located within the Department of the Interior, Office of the Secretary, Office of Occupational Health and Safety in Washington, DC.

At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:

1) Serves as the Office of Occupational Safety and Health (OSH) budget analyst and project manager, preparing the budget, financial planning, procurements, agreements, to include a wide variety of reimbursable support agreements with the Department bureaus and other agencies.
2) Manages the day-to-day fiscal functions under the Financial Business Management Systems (FBMS). Analyzes, monitors, and tracks FBMS obligations and expenditures throughout the budget execution cycle.
3) Engages in office administration oversight to include project formulation in conjunction with the Safety and Health Council, account tracking, procurement and contract administration, space and equipment utilization, travel, and other related project management and administrative support services as deemed necessary.
4) Serves as the facilitator and recorder for the Safety and Health Council and Designated Agency Safety and Health Official Council meetings.
5) Assists in the design, development, and implementation of training materials. Coordinates the development of Department Manuals that require assembling and verification of technical content, and editing the documents for consistency.
6) Analyzes and evaluates the effectiveness of OSH programs and strategies required to meet established DOI metrics.
7) Reviews OSH program audits and Serious Accident Investigations; tracking investigations and receipt of reports in accordance with DOI policy, evaluating report composition, analyzing thoroughness of the audit/investigation process, and recommending changes or corrective actions to improve process efficiency and effectiveness.
8) Works with Office Employees on strategic workforce plans and advises the Director on workforce planning strategies.

OS has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information
GS-11: $72,750 - $94,581 per annum; and GS-12: $87,198 - $113,362 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

Minimum Qualification Requirements:

GS-11:
Applicants must meet one of the following to qualify for the GS-11 level:

A. Specialized Experience - To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: (1) Prepare budget estimates and justifications based on anticipated future requirements and resources; (2) perform a wide range of administrative and technical functions in support of program operations; AND (3) evaluate administrative processes to determine the effectiveness on an office or organizations operations.

Applicants MUST meet all three (3) specialized experience and your experience must be clearly written in your resume.

OR

B. Education - A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position.

OR

C. A combination of education and specialized experience that totals 100% of the requirement listed above.

GS-12:
Applicants MUST meet all three (3) specialized experience and your experience MUST be clearly written in your resume.

To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: (1) Experience utilizing administrative policies, procedures, and requirements in order to manage the efficient execution of office operations and provide support in at least three (3) of the following areas: budget, finance, personnel, procurement, contract administration, travel, or property management; (2) perform a full range of budgetary functions and advisory services to include analyzing continual changes in program planning and funding, and providing sound advice and recommendations in light of challenges such as conflicting budgetary objectives, changing guidelines, or shortfalls of financial reporting systems; AND (3) conduct studies on work process and administrative operations for an office and making recommendations for improvement.
