This position is located in the Division of Coal Mine Workers' Compensation (DCMWC), Office of Workers' Compensation Programs (OWCP). The mission of DCMWC is developing, establishing and implementing policies, regulations, and procedures necessary for the administration of benefit provisions of the Federal Safety and Health Act of 1977, as amended.

Responsibilities

The Deputy Director specific responsibilities include:

Participating with and assisting the Director in providing national implementation and support of a comprehensive and integrated program to assure effective implementation of the workers' compensation provisions of the Federal Safety and Health Act of 1977.

Sharing responsibility for overseeing the development and administration of the Black Lung Benefit Program claims adjudication process. This involves the interpretation of legislation, policies and regulations.

Providing authoritative advice and guidance and ensures the development, establishment and administration of fiscal, medical and other policies and procedures which govern the adjudication of claims in highly technical and controversial areas, under the Coal Mine Act in contested cases.

Directing supervisors of a professional staff of management analysts, program analysts, claims examiners, policy analysts, fiscal operations specialists, payment systems specialists, program support specialists, and workers' compensation assistants.

Serving as the Designated Federal Officer (DFO) for the Advisory Board on Toxic Substances and Worker Health (Board) for the Energy Employees Occupational Illness Compensation Program Act (EEOICPA).

Candidates must possess technical and management experience and have developed the knowledge and skills required for effective performance of the specific duties of this position.

MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs):

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. APPLICANTS SHOULD LIMIT THEIR RESPONSES TO ONE (1) SINGLE SPACED PAGE PER EACH MTQ WITH THE FONT SIZE NO SMALLER THAN POINT 12. It is recommended that applicants draft their MTQs in a Word document first, then cut and paste into the spaces provided following each MTQ to ensure length requirements.

1. Demonstrated proficiency with running large, multi-faceted organizations, preferably as a lead policy and operations manager, and the proven ability to manage a diverse workforce and diverse customer base. Applicants must demonstrate the ability to effectively multi-task and manage a complicated set of program priorities with limited resources.

2. Demonstrated effectiveness in leading large workforces in meeting detailed operational targets and in adjusting work processes when the organization faces performance challenges due to external or internal factors in order to achieve operating plan goals in timeliness, accuracy, quality, efficiency, and customer service.

3. Knowledge and understanding of federal laws, regulations, policies and procedures governing the administration of claims under the Black Lung Benefits Act and related statues.

4. Knowledge and understanding of workers' compensation systems and the insurance industry business and fiduciary practices.
