Responsibilities

As a Lead Health Insurance Specialist, you oversee all phases of work performed by the team, and provide technical expertise with responsibility for planning, coordinating and evaluating assigned initiatives related to Provider Relief Fund.

Your major duties and responsibilities include:
  • Serving as the HRSA expert and coordinator for Provider Relief Fund direct provider payments in formulating policy.
  • Leveraging an understanding of the landscape of health care finance including Medicare, Medicaid, and commercial health insurance, in the development, refinement and proposal of policy solutions and methodologies to meet provider needs.
  • Overseeing and monitoring a team of legislative analysts and health insurance specialists in production, drafting, and revision of policy documents, including responses to appropriators and Congressional staff.
  • Serving as a resource and content expert on the group and individual health insurance markets in analysis of regulations, sub-regulatory guidance, issue papers, Office of the Inspector General reports, Government Accountability reports, Reports to Congress, congressional correspondence, and other Office of Provider Support, HRSA, and HHS policy and operational documents.
  • Representing the Branch Chief, Division Director and Deputy Division Director on program planning policy development matters with institutions and individuals, such as: ASPE, ASPR, ASPA, and other relevant Staff Divisions; CMS, CDC, and other relevant Operating Divisions; and Office program applicants and recipients, to build their understanding of the data and health policy considerations informing Provider Relief Fund Distributions.

Examples of qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis:

Evaluating pending and enacted legislation focused on health care finance mechanisms (e.g. Medicare, Medicaid, Affordable Care Act) and COVID-19 relief to provide expert advice and guidance to internal and external stakeholders; and, analyzing input and data from diverse stakeholders on healthcare finance and health insurance coverage systems, in order to make recommendations for payment methodologies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

HEALTH INSURANCE SYSTEMS AND FINANCING PROGRAMS - Knowledge of Medicare, Medicaid, and private insurance financing systems and policies to analyze and advise on healthcare payment systems, financing issues and policies that impact safety net health care grantees, providers and practitioners.

HEALTH PROGRAMS AND POLICY ANALYSIS - Analyzes, interprets and explains the health impacts of programs, policies, proposals, and legislation.

STRATEGIC PLANNING - Supports organizational goals and objectives in accordance with strategic and/or operations plans.

LEADERSHIP - Inspires, motivates & guides others toward goal accomplishment; coaches & mentors subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, & respect for individuals by applying these values to daily behaviors.
