Summary

This position is located in the Financial Management Office (FMO), Department of Defense, Office of Inspector General and serves as a senior accountant responsible for maintaining an accounting program and providing relevant and timely managerial accounting support for IG.

Responsibilities

  • Prepare accounting reports, review financial statements (related footnotes) and Treasury reports, and perform accounting reconciliations.
  • Ensure data posted to the Data Collection Module and submitted to the Defense Departmental Reporting System (DDRS) is correct.
  • Perform general ledger account analysis, and work with accounting service provider to reconcile and adjust financial accounts.
  • Provide and respond to data call requests related to accounting operations and financial statement audit.
  • Perform reconciliations and variance analysis to identify and disclose abnormal account balances.
  • Resolve issues related to the assessment/audit of the financial statements and related footnotes, and financial systems.
  • Review, evaluate, document and coordinate internal control requirements related to financial accounting systems, processes and reports.
  • Review and certify financial transactions in the Defense Agencies Initiative (DAI) accounting system.
  • Ensure supporting documentation for purchase requests and other financial requests is complete, accurate, and in accordance with the DoD Financial Management Regulation, and other applicable laws.

Qualifications

This is an open continuous announcement and will remain open July 20, 2021 or until the vacancy is filled.

The first cut-off date to be referred will be May 4, 2021. Applicants are encouraged to apply early in order to maximize their employment opportunities. Thereafter, additional referral lists will be generated as vacancies occur.

Basic Requirement:

Degree:
accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.

In addition to meeting the basic requirement, you must meet the specialized experience described below.

GS-12 Specialized Experience Definition: Specialized Experience for this position consists of having one year (52 weeks) of specialized experience at or equivalent to the GS-11 in a Federal training and development organization. Experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position.

Specialized experience must demonstrate the following: 1) performing accounting work, including the maintenance of accounting records, generates monthly financial reports; reviewing and reconciling accounting data for accuracy to ensure the integrity of the accounting system; monitoring financial logs to identify errors or trends; 2) analyzing and interpreting accounting principles and fiscal laws and regulations to properly certify funding/purchase requests; AND 3) conducting studies of financial management execution activities to identify risks and areas of concern.

GS-13 Specialized Experience Definition: Specialized Experience for this position consists of having one year (52 weeks) of specialized experience at or equivalent to the GS-12 in a Federal training and development organization.

Specialized experience must demonstrate the following: 1) Reconciling data between financial and reporting systems to correct account relationships and trial balance anomalies; 2) Analyzing, explaining, and correcting financial statement variances to ensure compliance with Generally Accepted Accounting Principles (GAAP) and other authoritative sources; AND 3) Utilizing a comprehensive knowledge of fiscal laws and regulations to ensure funding/purchase requests are complete, accurate, and legitimate for proper obligations, payments and disbursements; and assessing internal controls and financial management execution activities to enhance the validity, accuracy, and integrity of accounting processes.
