Responsibilities

Detailee will develop, disseminate, and execute strategic outreach and recruitment policy and guidance for internal and external stakeholders detailing Strategic Recruitment's products and services. Provide strategic direction and consultative support to DHS Components as they comply with Departmental outreach and recruitment strategies, policies and programs and/or seek to build additional Component-specific offerings. Provide leadership and guidance on outreach and recruitment of mission critical occupations, leading Department-wide efforts. Implement and monitor DHS Diversity and Inclusion Strategic Plan to ensure that the Department wide efforts are consistent and integrated and that Component efforts support DHS diversity and inclusion goals.

Chair/Co-Chair a Department-wide council for recruitment and hiring to share best practices and ensure consistency and collaboration on Departmental approaches to recruiting. Collaborate and facilitate discussions with senior management, HR business partners, process owners, and technical staff to create comprehensive plans for addressing critical vacancies. Engage with other stakeholders as appropriate to include: DHS employees; executives and managers at the Component level; line of business leadership and staff (particularly procurement, finance, information technology, and facilities); Federal agencies; and academia and relevant professional associations.

Coordinate Department-wide submission of outreach and recruitment reports to DHS leadership, OPM, GAO, OMB, The White House, and Congress. Primary efforts will be centered around revising the Strategic Outreach and Recruitment (SOAR) plan and collateral documents, updating the Corporate Recruitment Council Charter, developing Department-wide Social Media strategies and outcomes, and serving as co-lead on efforts supporting the Department's recruitment database.

Qualifications

Qualifications required:
  • Comprehensive knowledge of techniques and procedures associated with recruitment and a wide range of advanced staffing concepts and practices, sufficient to develop strategic outreach and recruitment strategies for deployment across DHS Components; to propose solutions for outreach and recruitment challenges; to analyze trends and forecast changes in workforce requirements that will meet future mission demands; and to develop and implement Department wide policy on outreach and recruitment.
  • Skill to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the program studied.
  • Broad knowledge of personnel practices, position management, performance standards, and related matters in order to serve as an effective management consultant in the Strategic Recruitment area.
  • Interpersonal skills in presenting recommendations to management and in promoting cooperation among diverse groups.
  • Skill in preparing reports and briefings to supervisors and to promote acceptance of the findings and recommendations being proposed.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
