Summary

As a Statistician at the GS-1530-12/13, you will be part of OEDA, Information and Data Access Division, Equal Employment Opportunity Commission. If selected, you will be responsible for providing advisory services to subject matter specialists, and assisting staff in District Offices and other offices, as necessary, in designing, implementing and interpreting statistical analyses.

Responsibilities

  • Implementing programs that maximize the validity, accuracy and utility of data for analytic and reporting purposes. Advises team lead, committees, and other entities regarding agency policies concerning data dissemination and governance.
  • Reviews quantitative and qualitative policy analyses on a range of topics critical to agency management. Assists with the design and implementation of special studies and analyses as directed by senior leaders.
  • Assures that the office supports the publishing of information products and data content to appropriate EEOC websites. Disseminates data in response to information requests and releases that may be required under the Freedom of Information Act (FOIA)
  • Provides technical consultation on statistical studies and consults/collaborates with others on aspects of study design, analysis, and interpretation. Analyzes and prepares the more complex aspects of the studies.
  • Provides technical assistance to other professionals on the use of complete statistical techniques. Examines reports and articles prepared by others within the organization as part of the peer review process.
  • Analyzes tabulated statistical data and uses judgment to determine reliability and value based on established statistical principles and criteria. Evaluates the data, draws inferences and arrives at conclusions to create most effective presentation.

Qualifications

To qualify for this position, you must meet one of the following Basic Education Requirements:
  • Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing:

  • Combination of education and experience -- courses as shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

For the GS-12: You must have at least one year of specialized experience equivalent to the GS-11 grade level, OR equivalent public or private sector experience which has given the knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience for this position includes: initiate, develop and fully execute complex statistical programming (e.g. R, SAS, and Tableau) to implement quantitative and qualitative data science analytic projects with appropriate statistical techniques; respond to stakeholders' inquiries through effective written and oral communication; and assist with the design and implementation of special studies, analyses and presentations as directed by team lead and senior leaders.

For the GS-13: You must have at least one year of specialized experience equivalent to the GS-12 grade level, OR equivalent public or private sector experience which has given the knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience for this position includes: initiate, develop and fully execute complex statistical programming (e.g R, R-studio, SAS and Tableau) to implement quantitative data science analytic projects ensuring all products incorporate appropriate statistical techniques and that multiple lines of inquiry through written and oral communication are fully coordinated with all stakeholders by identifying strategic methodological issues and areas of focus to support decision-making by senior policymakers; and assist with the design and implementation of special studies and analyses as directed by senior leaders.
