Responsibilities

Major duties for this position include but are not limited to, the following:
  • Identifies areas where program progress is not in accord with plans, analyzes issues involved and recommend specific actions and recommends strategies to achieve management goals. Examines internal control systems to ensure that systems provide for the integrity, accuracy, and validity of reported financial data.
  • Analyzes date and prepares reports on OSHA debt collection efforts as required. When data indicates complex, complicated or sensitive matters, conducts expert analysis and prepares discussion for inclusion in reports. Researches complex and complicated debt management issues, problems or questions. Conducts continuing review of various offices procedures to ensure that agency objectives are met. Implements new requirements or makes changes to procedures that correspond to new or amended legislation and regulations.
  • Serves as the primary technical expert to Division and OSHA staff on credit and deb management procedures, tools and techniques. Responds to debt collection inquiries and assists offices with problems or difficulties processing their OSHA Information System (OIS) and OSHA Legacy Data (OLD) system financial data. Serves as the automated systems expert.
  • Prepares financial status reports, summaries and briefings and prepares responses to oral and written requests for related information. Briefs Office Directors and other senior staff managers on program progress, noting irregularities issues or problems related to specific aspects of the Office programs or work processes. Provides budgetary activity reports and cost projections as needed. Develops specific project management plans for initiatives or on-going activities.

Qualifications

To qualify for the GS-13 grade level, applicants mist have 52 weeks of specialized experience at the next lower grade level, GS-12. Specialized experience is defined as:

Ability to interpret and apply federal financial policies, rules and regulations; Ability to perform detailed analysis of financial information to include debt management, debt collection; Recommending and implementing financial management policies; administering the certification, documentation, classification, payment and audit of all financial transactions and reviewing, interpreting, and implementing financial related laws, regulations, and opinions in accordance with the principles of federal appropriation laws and departmental and agency regulations, policies and procedures. Using a financial management system to input, adjust, and analyze financial data; Providing financial advisory services to senior management and customers regarding the full range of financial management services. Experience in recognizing significant financial issues and legislative changes in order to revise or recommend changes in basic implementing regulations requirements.

Technical Competency - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

Oral & Written - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately and writes in a clear, concise, organized, and convincing manner for the intended audience. Produces material that may include technical information.
