Summary

The incumbent serves as an expert-level Mathematical Statistician or Agriculturist in the federal government's safeguarding efforts aimed at preventing the introduction into the United States (U.S.) of foreign pests and diseases that pose an economic and ecological threat to the nation.

Responsibilities

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:
  • Develop computer algorithms, models, mining techniques, and data collection tools.
  • Analyze data from 3rd party providers like Google Analytics, Site Catalyst, Twitter Analytics, and Facebook Insights.
  • Plans and organizes quantitative and qualitative analysis with emphasis on agricultural commodity pest and disease pathway trends and operational efficiencies for tracking pests and diseases.
  • Develop analysis and statistical methods associated with the characterization of pathway risks and the assessment of the value of different risk management strategies for plants and commodities.
  • Develops spatial analysis (GIS) and maps applicable to risk analysis, develops outreach, communication, and training materials related to quantitative and qualitative analysis.
  • Provides analytical/assessment support to Science and Technology and other components of PPQ components, thus providing scientific information to facilitate the decision-making process .
  • Plans, organizes, and coordinates investigations and studies to improve data gathering procedures for both Agricultural Quarantine Inspection (AQI) and Domestic operations environments.
  • Provides coordination, assistance, and review of analysis methods in Science and Technology and other components of PPQ.
  • Researches, collects information and data from a wide range of sources, and develops a framework for risk assessment.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

BASIC REQUIREMENT for 0401 Series: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.

BASIC REQUIREMENT for 1529 Series: Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics;

OR Combination of education and experience: at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown above, plus appropriate experience or additional education.

FOR THE GS-12 LEVEL: In addition to the basic requirement, applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Strong problem-solving with an emphasis on experience developing computer algorithms, models, mining techniques, and data collection tools. Analyzing data from 3rd party providers like Google Analytics, Site Catalyst, Twitter Analytics, and Facebook Insights.
  • Experience with biological and entomological data and analysis.
  • Experience using software tools and languages (for example SAS, R, Python, SLQ, or Java) to manipulate data and draw insights from large data sets.
  • Experience working with geospatial (GIS) analytics and associated statistical analytical and integration frameworks such as those developed by ESRI.
  • Experience using a variety of machine learning techniques (clustering, decision tree learning, and artificial neural networks) in real-world applications. Visualizing and presenting data for stakeholders using Tableau and PowerPoint.
Note: There is no education substitution for this grade level.

  • Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.
