Summary

Due to the Pandemic and individual states with different phases of reopening, the selectee's report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is determined by state and Federal officials that employees are allowed to report to the workplace where this position is located, on a regular basis.

Responsibilities

This position is located in AFN/Information & Technology, AIT-001 which provides leadership and management for secure enterprise wide information technology services to support the FAA's mission. The incumbent of this position serves as a Management and Program Analyst.

Performs basic but progressively more difficult assignments under the close direction of a manager or team member. Typically acts as a member of a team for projects/programs within a defined area of responsibility.

Applies established guidance for program/project execution.

Provides assistance to team members in various areas related to FAA IT contracts.

Participates with team members in the development of market research effort, Request for Proposal/Request for Quote, Statement of Work (SOW), Performance of Work Statement (PWS) and Statement of Objectives (SOO) documentation in support of procurement and contracting activities.

Participates with team members to support funding and budget activities including but not limited to, data entry into related systems, purchase requisitions, and invoicing.

Applies basic knowledge applicable to his/her discipline and limited experience to accomplish assignments. Typical assignments may include: collecting and recording data/information; conducting research; identifying problems; and assisting higher level professionals in day-to-day operations.

Coordinates with a manager, project/program manager, team leader, or more experienced professional to plan time and use assigned resources to accomplish tasks.

Contacts are primarily internal to the organizational unit with a manager and other employees to share information, provide data and/or written analyses, and discuss the statuses of assignments. In some specialties, may have contacts with customers and other external parties on routine matters such as gathering information, explaining regulations, and discussing customers' situations.

Established policies/procedures provide detailed guidance for almost all assignments, with little or no room for discretion. Works under detailed instructions provided by a manager, project/program manager, team leader, or more experienced professional.

Regularly refers problems and work issues to a manager, project/program manager, team leader, or more experienced professional for guidance.

Work is reviewed regularly during assignments and at completion to ensure timeliness and all aspects of quality.

Work activities typically support the work of other employees and contribute to activities of the organizational level. In some specialties, the work may affect internal and external customers.

Other features of the Gateways Recent Graduates Program

APPOINTMENT - If selected, your temporary appointment may not exceed a total of two (2) years.

AGREEMENT - All participants must sign a written Recent Graduates Program Participant Agreement with the FAA that clearly identifies expectations of the appointment such as duties, length of appointment, work schedule, training, mentorship, etc.

CONVERSION - Although it is not guaranteed, an intern may be converted from the Recent Graduates Program to a permanent excepted service position without further competition after successful completion of the required training, mentorship, and other requirements in accordance with the recent graduates participant agreement.*

TERMINATION -Participation in this program may be terminated at any time.

TRANSCRIPTS - Must be submitted. If you do not submit your transcripts, your application will be considered incomplete and will not be given further consideration.

Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.

To qualify for the Recent Graduates Program you must apply within two (2) years of having obtained a qualifying degree or certificate beyond the high school level from a qualifying educational institution.

Exception to the 2 year application eligibility requirement: Veterans who have a military service obligation will have up to six years from degree or certificate completion to apply to Recent Graduates job vacancies.

In addition to the qualifications that must be met for the Recent Graduates Program:

To qualify for this position you must demonstrate in your application that you possess 3 years of general experience, 1 year of which was equivalent to at least a GS-4 that demonstrates the ability to:

1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
2. Plan and organize work; and
3. Communicate effectively

OR

4-year course of study leading to a bachelor's degree.

Qualifications must be met by the closing date of this vacancy announcement.

This position has a positive education requirement; college transcripts are required for ALL candidates newly appointed to the FAA in the 343 series.

College transcripts must be submitted from current FAA employees applying for internal vacancies if they have never held a position in the, 343 series with the FAA.

College transcripts are not required from current FAA employees who are currently occupying a 343 series.

If selected, official transcripts are required prior to employment.
