Responsibilities

The primary purpose of this position is to collect economic data from a variety of primary sources, analyze statistical information, evaluate quantitative analyses using econometric tools (with Stata or SAS), apply results of analytic analysis to trade remedy investigations (e.g., antidumping, countervailing duties), and prepare analytic reports.

Major duties include, but are not limited to :
  • Conducting extensive research into economic conditions of centrally-planned, mixed or transitioning economies (e.g., Belarus, China, Vietnam) to determine whether those countries meet the statutory criteria for non-market economies for purposes of Commerce's administration of the U.S. Antidumping (AD) law.
  • Evaluating key economic aspects of countries involved in Commerce's AD and countervailing duty (CVD) proceedings to develop the methodologies and factual underpinnings of the Enforcement and Compliance (E&C) findings. This includes, but is not limited to, the evaluation of "particular market situations," surrogate values, and key CVD concepts such as "public bodies," "financial markets distortions," specificity, and currency undervaluation.
  • Conducting analyses of 3rd party estimations of "particular market situations" using econometric and other techniques, standard regression software e.g., Stata, and Statistical Analysis Software (SAS).
  • Critically evaluating and replicating econometric and other economic modeling analyses in the context of ongoing trade remedy and related investigations/analyses.
  • Supporting the Director in developing E&C positions and representing E&C on negotiations and litigation teams where AD or CVD/subsidy and related issues are involved, including with respect to the World Trade Organization, various Free Trade Agreements, and other negotiations and dispute settlements.
  • Serving as an advocate and representative of E&C's positions with other U.S. governmental agencies and outside parties on key and sometimes controversial economic issues related U.S. trade laws and subsidies enforcement.

Qualifications

Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below.

Basic Requirement: You must meet one of the items listed below (A or B):

A. Possess a bachelor's or higher degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

B. Combination of education and experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. Examples of qualifying experience include: 1. individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; 2. supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or 3. teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

AND

Minimum Qualifications: GS-11: In addition to meeting the Basic Requirement listed above, you qualify for the GS-11 grade level if you possess one of the following:

A. Have one year of specialized experience at the GS-09 grade level performing the following duties:
  • Assisting with research projects to analyze topics relevant to contemporary problems in applied international trade;
  • Preparing and/or contributing to written reports, and delivering written/oral briefings to management on research findings and resulting recommendations;
  • Carrying-out segments of larger projects, assigned to senior economists, including literature searches to locate/consolidate relevant data to analyze problems;
  • Conducting quality control on datasets, updating databases for econometric and/or other models;
  • Designing tables and charts to illustrate analyses;
  • Analyzing statistical trends and reviewing third part economic arguments to prepare or support the preparation of briefs, analyses, correspondence, reports, Federal Register notices, and/or memorandums; and
  • Analyzing economic results.
OR

B. Have successfully completed a Master's or equivalent graduate degree in economics or international affairs; or in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position.

OR

C. Have a combination of graduate education and experience described above. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify).

Minimum Qualifications: GS-12: In addition to meeting the Basic Requirement listed above, you qualify for the GS-12 grade level if you possess one of the following:

A. Have one year of specialized experience at the GS-11 grade level performing the following duties:
  • Researching and analyzing topics relevant to contemporary problems in applied international trade and associated policy-relevant topics;
  • Preparing and/or contributing to written reports, and delivering written/oral briefings to management on research findings and resulting recommendations;
  • Carrying-out projects, or segments of larger projects, assigned to senior economists, including literature searches to locate/consolidate relevant data to analyze problems;
  • Conducting quality control on datasets, updating databases for econometric and/or other models;
  • Designing tables and charts to illustrate analyses;
  • Analyzing statistical trends and reviewing third part economic arguments, preliminary write-ups of findings;
  • Preparing briefings, analyses, correspondences, reports, Federal Register notices, and/or memorandums; and
  • Analyzing econometric results and building econometric models using standard regression software (e.g., Stata, SAS), utilizing the latest techniques and software, to assess the relationship between economic variables and/or to insure technical feasibility.
OR

B. Have successfully completed a Ph.D. or equivalent doctoral degree in economics or quantitative aspects of international affairs; or in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position.

OR

C. Have a combination of graduate education and experience described above. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify).

Specialized Experience:GS-13: In addition to meeting the Basic Requirement listed above, you qualify for the GS-13 grade level if you have one year of specialized experience, equivalent to the GS-12 grade level in the Federal service or equivalent public or private sector experience, performing the following duties:
  • Independently researching/analyzing topics relevant to contemporary problems in applied international trade, including issues surrounding U.S. antidumping (AD) and countervailing duty (CVD) laws, subsidies enforcement, and other policy-relevant topics;
  • Independently preparing and/or contributing to written reports, and delivering written/oral briefings to management on research findings and resulting recommendations;
  • Independently carrying-out projects, or segments of larger projects, assigned to senior economists, including literature searches to locate/consolidate relevant data to analyze problems;
  • Conducting quality control on datasets, updating databases for econometric and/or other models;
  • Analyzing statistical trends and reviewing third part economic arguments, preliminary write-ups of findings;
  • Preparing briefings, analyses, correspondence, reports, Federal Register notices, and/or memorandums; and
  • Independently analyzing econometric results and building econometric models using standard regression software (e.g., Stata, SAS), utilizing the latest techniques and software, to assess the relationship between economic variables and/or to insure technical feasibility.

Time-in-Grade Requirements:

The physical worksite for this position is located in Washington, District of Columbia. However, the ITA/E&C Office of Policy & Negotiations is currently under a mandatory telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position's telework schedule will likely change in the future when the ITA/E&C Office of Policy & Negotiations moves away from its mandatory telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. The nature and scope of future telework opportunities will be subject to the unit's telework policy, any applicable bargaining unit agreements, and supervisory approval. Payment of relocation expenses, as applicable, will be paid in accordance with this Job Opportunity Announcement.
