Summary

This position is in the Office of Information Technology Acquisitions (ITA) under the Director of ITA for Business Management and Planning, Bureau of Information Resource Management (IRM/BMP/ ITA), in the U.S. Department of State.

The incumbent supervises the Division Chiefs of four Divisions; directs and oversees the implementation of strategies to streamline the IT acquisition process which directly affects programs throughout the Department.

Responsibilities

  • Directs the implementation of standards and programs to evaluate the organizations' efforts to establish and manage contracts.
  • Supervises the management of four divisions; evaluating performances, determining priorities, ascertains resources needed; coordinates with other organizations in the Office, Bureau, and Department.
  • Coordinates and attend meetings with Office Directors, Deputy Assistant Secretaries, U.S. Government (USG) agencies and the public to represent ITA; establishes working relationships within the Department and external agencies.
  • Establish and manage Bureau-wide IT services and contracts to ensure compliance with federal regulations and IT acquisitions-related services are being met for the IRM Bureau and overseas operations.

  • Must be able to obtain and maintain a Top Secret security clearance.
  • New supervisors must successfully complete a 1 year probationary period.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
  • Attention to Detail -evaluates performances, determines priorities, ascertains resources, coordinates with other managers in the Department.
  • Customer Service -establishes and manages IT services and contracts and IT acquisitions-related services within IRM Bureau and overseas.
  • Oral Communication - attends meetings representing ITA to establish working relationships within the Department and external agencies.
  • Problem Solving -implements and evaluate the organizations' efforts to establish and manage contracts.

  • AND Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

    Qualifying specialized experience must demonstrate the following:

    Experience overseeing the IT Services to manage and evaluate contracts.

    Experience managing programs, developing budgets and spending plans to support and obtain IT services.

    Experience collaborating and developing strategies and policies that involve other offices, Bureaus and/or agencies.

    Experience managing and evaluating performances and defining IT services priorities.

    NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

    There is no substitute of education for specialized experience for the GS-15 position.

    In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
    • Ability to assign, review, and supervise the work of others;
    • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
    • Ability to adjust to change, work pressures, or difficult situations without undue stress;
    • Willingness to consider new ideas or divergent points of view; and
    • Capacity to "see the job through."

    Qualified candidates are assigned a score between 70 and 100.
